Helene made landfall in the Florida Big Bend on Thursday, September 26, 2024, before continuing northward and weakening across Georgia, northwest South Carolina, western North Carolina, eastern Tennessee, and Kentucky. Helene brought devastating wind damage and catastrophic flash flooding to these areas before merging with an upper level low centered over the Tennessee and Ohio Valleys. The former hurricane continued to linger across the region for several days before finally ejecting off to the northeast on Monday, September 30. The American Red Cross will be standing up a long-term recovery field structure across the impacted to provide recovery programming and services to individuals, households, and communities affected by the storm.

The Hurricane Helene NC & TN Long-Term Recovery (LTR) Deputy Director reports to the Hurricane Helene NC & TN Long-Term Recovery Director and is responsible for supporting day-to-day program activities. This role requires an experienced community organizer/mobilizer with supervisory and program management experience to coordinate community engagement and problem solving around community recovery and resiliency building in communities impacted by Hurricane Helene in Western North Carolina and Eastern Tennessee. This is a remote position with a preference for candidates located within the impacted areas 50 miles radius of Asheville NC.

The Deputy Director will support the Director in the development and execution of overall program strategies, objectives and priorities. The Deputy Director will also supervise assigned staff and work with Regional and Divisional leadership to ensure the long-term recovery strategy is in line with local expectations and requirements. This role works with regional and National Headquarters volunteer and paid staff. Routine travel throughout the impacted areas will be required.

This is a term-limited, benefits eligible position expected to last 24 months with the opportunity to extend based on business need.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):   

  • Directly manage the implementation of Individual Resiliency and Preparedness programs
  • Support the establishment and/or maintenance of effective working relationships with the affected Red Cross Region and Division, long term recovery groups, community agencies, schools, businesses, various levels of government and the general public
  • Assist Director with maintaining strong relationships with local regional and divisional leadership and communicate strategies, updates and needs accordingly
  • Advocate for Diversity, Equity, and Inclusion (DEI) in all decision-making processes, project implementation, and service delivery, ensuring diverse and underrepresented perspectives are considered and valued, and equitable outcomes are achieved
  • Assist in short and long-term strategic planning including preparing program timetables with specific milestone goals
  • Monitor program effectiveness through collected data – both qualitative and quantitative – and make recommendations for program improvements 
  • Assist Director in the recruitment and selection of LTRO employees, and assist with initial new employee and volunteer training as needed
  • Provide leadership, mentoring, coaching, and performance evaluations to paid and volunteer workforce to assist in the achievement of program objectives
  • Document operational best practices and lessons learned in support of LTR continuous improvement.
  • Coordinate and/or complete special and major projects as assigned by the Director
  • Function as acting Director in the Director's absence
  • Perform other duties as needed and/or assigned

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

Education: Bachelor’s degree or equivalent combination of education and experience required, Master’s degree preferred.
Experience: 5 years of experience in community organizing, case management, partner-agency relations, grants management, and disaster response/recovery preferred.
Management Experience: At least 3 years of experience as supervisor or manager of workforce engaged in direct client contact in an outcomes-based social-services environment. Experience building and supporting a volunteer workforce preferable.  
Skills & Abilities: Excellent interpersonal, verbal and written communication skills. Ability to work independently, handle and prioritize multiple tasks.  Ability to manage programs. Ability to assess community and client needs and provide services equitably and consistently. Ability to integrate diversity, equity and inclusion principles into all aspects of work. Identifies and resolves problems and/or develops alternative solutions. Exhibits sound and accurate judgment. Other: Intermediate Proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Familiarity with federal, state and local employment laws. Ability to work on a team.
 

  • Travel: Routine travel throughout the impacted areas will be required. Must have a Valid Driver’s License

The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
