Job description

Responsibilities

The principal duties of the SCR Senior Technical Lead include but are not limited to:


  1. Overall - Take a lead from a HSE perspective on the following areas:
    1. Architectural components
    2. Data
    3. Security
    4. Standards (data, coding, security etc.)
    5. Integration
  2. Procurement
    1. Working with other HSE technical representatives to provide guidance on selecting technical solution candidates.
    2. Advise project team on technical requirements needed as part of the procurement process.
    3. Engage with suppliers in areas that require technical insight / clarification as part of procurement clarification requirements.
    4. Take a lead on evaluating and scoring technical proposals presented by suppliers as part of procurement exercise.
  3. Project Implementation
    1. Work with partners and the technical team to evaluate integration solution options to harvest appropriate data sets, match clinical content to relevant patient, transform data and persist data to appropriate data repository.
    2. Ensure technical controls in place to meets relevant data protection / security requirements (including controls on data access).
    3. Ensure production of supporting design documentation aligning with HSE existing standards.
    4. Ensure production of supporting handover documentation to operational teams aligning with HSE existing standards.
    5. Work with HSE service transition team to fulfil successful transition to operational support.
    6. If required work with partner in development of supporting operational tooling.
  4. Advise on solution alignment with existing standards (data, interoperability, security).
  5. Data
    1. Assist with assessing technical feasibility of potential data sources to populate the shared care record.
    2. Engage specialist on opportunities on Shared Care Record data quality options.
  6. Update the group on existing technical initiatives (Proof of Concepts, pilots, proposals, and supplier engagements) which may be of interest to the Shared Care Record and
  7. Chair Technical Advisory Group to ensure technical dialogue, roadmap and decisions are funnelled through the appropriate representatives from within the HSE.
  8. Project
    1. Assist with technical planning.
    2. Advise on technical risk.


Skills and Competencies

The successful candidate will be required to demonstrate the following skills:

  • Knowledge and experience in significant ICT procurement and implementation projects.
  • A strong foundation of design principles, especially when it relates to platform development in the areas of API, data modelling, and scale.
  • In-depth knowledge of healthcare integration and interoperability standards and protocols, including FHIR, CDA, XDS, and OpenEHR.
  • Experience designing solutions with maintainability, rapid deployment, and testability in mind.
  • Excellent communication and interpersonal skills with an ability to engage effectively with a wide range of stakeholders.
  • The ability to present information clearly, concisely, and confidently when communicating with technical and non-technical colleagues.
  • The ability to develop documents or artefacts in a clear and succinct manner.
  • Excellent problem solving, analytical and decision-making skills: the ability to quickly grasp and understand complex issues and the impact on service delivery.
  • The ability to gather and analyse information from relevant sources, weighing up a range of critical factors to integrate ideas into a common vision.
  • Ability to work on own initiative.
  • Flexibility, adaptability and openness to working effectively in a changing environment.

Duration of Contract

  • 12 months initially


Location of Post

  • Remote working


Additional Requirements

  • Access to appropriate transport to fulfil the requirements of the role; it is expected that there will be monthly meetings in Dublin, and additional travel may be required
  • Flexibility, as some out-of-hours working may be required
