Position Summary

The Director, Treasury oversees the treasury, investment and liquidity functions of the organization ensuring that the organization cash flow forecast and payment obligations are fulfilled and working capital is managed efficiently. This is performed through the management of procure to pay, property acquisition payments, bank relationship management, debt and investment management, treasury technology, governance, controls, meeting government/audit regulations.   

The Director acts as a trusted advisor to operating units, regional teams, and the CFO/VPCS. The D oversee a team of direct reports and one indirect report. The Treasury and investment group is critical to NCC’s mission as it supports all regional and operating units of NCC through cash and liquidity management. In overseeing the treasury function, the Director, Treasury is responsible for financial risk management (currency, interest rate, commodity), strategic planning and investment management with external 3rd party investment firms and ensuring NCC’s endowment funds are invested and reported per IPS and external audit standards. The Treasury team as part of the larger finance group continuously improves all aspects related to managing cash and the investing of NCC’s funds. 

The Director, Treasury will:

  • Oversee the Procure to Pay function including Purchase orders, Concur, Apex, US Bank VISA. 
  • Ensure that all approved accounts payable transactions in Concur systems are transferred to the financial systems for payments. 
  • Ensure recurring payments for leases are completed in line with obligations. 
  • Ensure all property related deposits, interim and final payments, and contributions to third parties are disbursed in line with contractual obligations. 
  • Review bi-weekly payments file and approve payments to authorized levels.
  • Ensure the accounts payable ledger is regularly reconciled with the general ledger and appropriate working papers and reporting is completed for the annual audit.
  • Oversee gift of securities through discount brokerage account.
  • Timely and accurate processing of direct revenue in Financial Edge to ensure entries are recorded per GAAP, NCC policies and CRA regulations. 
  • Review revenue transactions for allocations, based on contributor requirements of accounting standards, internal policies and approve transactions in the financial system as per authorization level. Investigate and report incomplete revenue information when required.
  • Oversee Liquidity Management: Review daily cash requirements, plan cashflow, invest-divest from short term accounts and report on weekly cash movements and recommend short term investments.
  • Direct the forecast of NCC’s structural cash position, calculate liquidity metrics, and LT endowment capacity (LTEC) position to inform and optimize funding strategy decisions.
  • Manage forex conversions (US funds) when required. 
  • Ensure all bank accounts are reconciled in a timely manner. 
  • Ensure timely recording of movements in the TBLCF internal loan fund, monthly reporting and drafting quarterly reporting of the fund and prepare working papers and draft notes for annual reporting of the liquidity and the internal loan fund. 
  • Exercise judgement to identify, diagnose and review land, endowment and internal and external loan related entries and payments. Responsible for ensuring external and internal loan drawdowns and repayments are completed in a timely manner.  Provides specialized consulting, analytical and technical support.
  • Monitor and track investment transactions are completed, ensure timely disbursements for private equity capital calls, semi-annually draw spending allocations. 
  • Ensure all endowment related transactions are reconciled, between categories, and recorded in the endowment software regularly, endowments mutualized quarterly, and all transactions are timely and accurately recorded in the ERP. 
  • Draft reporting for the investment committee and provide recommendations to the CFO/VPCS on trending issues and effective management of the Investment Committee. 
  • Annually reconcile and report on changes to endowment funds by category and draft financial statement note related to investment and endowments.
  • Responsible for External Audit reporting requirements related to Treasury and investment functions 
  • Develop and maintain expertise in all regulations, directives and guidance which apply to the Treasury group, including interpreting regulations and understanding emerging issues, ensure NCC compliant with restricted funds policies and external regulations.  
  • Build effective relationship with internal and external stakeholders including bankers and investment managers addressing their needs of providing services to NCC. 
  • Oversee staff development, hiring and performance evaluations.

Position Requirements

  • University degree or college diploma in a related field (B. Comm, MBA)
  • 5 years management experience (preferably with a Canadian Not-for-profit organization)
  • CPA Certification (Chartered Professional Accountant)
  • Understanding of financial modeling
  • Experience working independently and regularly handling non-routine situations
  • Experience in Project management 
  • Demonstrated experience with GAAP Accounting standards related to not-for-profit revenue allocations 
  • Knowledge of fund accounting 
  • Endowment management understanding of investment mutualization, and portfolio management
