About the Role
TPG seeks an experienced Grantee Specialist Manager to oversee a team of Grantee Specialists and ensure the effective delivery of effective training and technical assistance to Head Start and Early Head Start grantees. This role involves implementing a comprehensive quality assurance system to support grantees in meeting federal standards and improving program outcomes. Key responsibilities include supervising staff, conducting field observations, managing data for continuous improvement, and coordinating with regional and national offices. The manager plays a crucial role in coordinating with regional and national offices to align efforts with broader educational goals, enhancing grantees capacity to sustain improvements independently, foster family engagement, and address community needs.
Key Responsibilities
The Grantee Specialist Manager shall provide the following in-person or virtually as determined by the Office of Head Start (OHS) Regional Office.
Implement a comprehensive system of quality assurance for TTA to grant recipients and contract deliverables related to the work of Grantee Specialists.
Provide effective and timely ongoing oversight and coaching to Grantee Specialists.
Develop and implement professional development for Grantee Specialists to increase their capability to deliver TTA that increases program capacity, supports grant recipients in developing strong management systems, and strengthens grant recipient corrective action efforts.
Review grant recipient TTA reports for accuracy and ensure TA reports are submitted by the due dates outlined in the Schedule of Deliverables.
Communicate with Regional Office staff to ensure coordinated support, messaging, and prioritization of technical assistance to grant recipients with monitoring findings, management systems concerns, under-enrollment, and other risk factors identified by the Office of Head Start (OHS) Regional Office.
Conduct at least two field observations of the Grantee Specialists in each year of the contract to assess the quality of TTA provided and determine professional development needs as described in the Schedule of Deliverables.
Implement TTA data aggregation, analysis, and reporting processes that inform and improve the quality and responsiveness of Grantee Specialist TTA services and improve coordination with state, regional and national priorities.
Participate in national, regional, and state work groups and meetings as directed by the Office of Head Start.
Provide direct TTA to grant recipients, as requested by the Office of Head Start (OHS) Regional Office.
Support emerging Office of Head Start (OHS) initiatives and priorities
Minimum Qualifications:
Bachelor's degree from an accredited university or college.
Seven years of experience that includes at least three years with the provision of technical assistance to HS/EHS programs related to management and fiscal systems.
Experience coaching staff.
Three to five years of progressive supervision/management and staff development with experience managing remote‐located staff preferred.
Experience developing, implementing and managing quality assurance systems.
Experience using data to inform decision-making.
Experience facilitating group discussions and presenting to range of audiences using a variety of formats to include virtual.

Experience with Microsoft Office (Word, Excel, and PowerPoint) is required.
Experience using virtual platforms and technologies, i.e., Adobe, Teams, etc.
Team player with the ability to work in a fast-paced environment.
Experience communicating, both orally and in writing, with the ability to adapt to different size and types of audiences.
Strong collaboration skills, works well with others, including staff, families, and community partners, to achieve common goals and improve program outcomes.
Proficiency in data collection, analysis, and reporting to monitor program performance and drive continuous improvement.
Effective time management and organizational skills to handle multiple tasks and projects simultaneously.
The Work Environment
This is a remote opportunity where occasional travel will be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.

Work Schedule
This is a full-time position that typically works business hours Monday through Friday. Hours may vary depending on needs and may at times include travel, evenings, or weekends to meet specific project requirements.
Conditions of Employment
Complete a Drug Test.
Be at least 21 years of age.
Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.
Security Clearance/Background Check Requirements

Residency requirement - 3 consecutive years in the last 5 years

Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.
Climbing/Stooping/Kneeling: 10% of the time.

Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 35% of the time.
Sitting: Sitting for prolonged and extended periods.
