ICF Restoration Practice

ICF is seeking an experienced Water Resources/Restoration Engineer to help lead our Restoration, Landscape Architecture, and Engineering Practice. ICF values collaborative, motivated, creative, and curious individuals who thrive in a team environment. Our project teams include experts from several unique technical disciplines, working together to achieve project goals. Interested candidates should desire to be a member of a collaborative multidisciplinary team, and be able to effectively communicate their ideas, analyses, and designs to other team members who have different technical backgrounds.

As a principal engineer, you will work with other practice leaders, project managers, and technical specialists to lead and support nature-based and multi-benefit projects that address climate resilience, flooding, and sea-level rise through floodplain and riparian habitat restoration; fish passage improvement and wildlife connectivity; and coastal erosion protection and restoration. You will support the growth and development of our team as a technical leader, mentor to junior staff, and principal contributor to business development activities. The ideal candidate will have expertise and experience in water resources/restoration engineering, geomorphology, hydrology, and hydraulics, project and client management, and business development. The position is available as in person, hybrid, or fully remote, preferably in Sacramento or San Francisco, CA; Portland, OR; or Seattle, WA. The option of working from another geographic location will be considered.

Key Responsibilities

  • Lead/contribute to restoration design such as floodplain restoration, bank protection, instream grade control, fish passage structures at roadway crossings, side channels, dike breaches, and large woody material habitat structures.

  • Work with ICF’s cross-regional Ecosystem Restoration, Landscape Architecture, and Engineering Practice members and colleagues from our conservation planning, climate resilience, disaster management, fisheries and aquatic science, and environmental and regulatory compliance teams to develop specific client and teaming partner relationships and build custom teams best suited to capture and win project work.

  • Lead hydrologic and hydraulic analyses for fish passage improvement, floodplain and channel restoration planning and design, and FEMA no-rise studies.

  • Oversee preparation of construction documents including plans, engineer’s estimate of probable cost, technical specifications, and basis of design reports.

  • Support obtaining environmental permits for project construction, working with permit specialists to provide necessary design project data and reports.

  • Lead development of proposals, including scopes of work, schedules, and budgets.

  • Mentor junior engineers and restoration designers.

  • Be a positive, curious, organized, innovative, committed, self-motivated, and supportive addition to our practice.

Minimum Qualifications

  • Bachelor’s degree in Civil, Environmental, Water Resources, or Ecological Engineering.

  • Professional engineer’s license in California, Washington or Oregon.

  • 15+ years of experience leading the analysis and design of water resources and/or habitat restoration projects.

Preferred Skills/Experience

  • Strong working background in the following areas: hydrology, open channel hydraulics and environmental river mechanics, sediment transport analysis, fluvial and coastal geomorphology, coastal hydraulics, hydraulic structures, civil design, project and construction management, and site surveying.

  • Experience leading technical studies and preparing conceptual and detailed design plans for water resources and/or habitat restoration projects in California, Oregon, and/or Washington.

  • Experience leading and working collaboratively on multidisciplinary teams of engineers, ecologists, landscape architects, and other technical experts.

  • A well-developed industry network with private and public sector clients and regulatory agency connections.

  • Strong business development acumen and an understanding of the market and an ability to identify and effectively position for and capture new project work in California, Oregon, and/or Washington.

  • Knowledge of and ability to use hydrologic and hydraulic modeling (such as HEC Suite, EPA SWMM, SRH2D, TUFLOW, CMS-Flow and CMS-Wave), drafting (Civil 3D or MicroStation/OpenRoads), and geospatial analysis software (ArcGIS or QGIS).

  • Positive, team-oriented, and invested in contributing to success of interdisciplinary teams and mentoring of junior staff.

This is an outstanding opportunity to work with talented and passionate individuals and to grow with a firm that believes in nurturing talent and developing long-term career success. ICF is a purpose driven company with a strong culture and underlying values that prize diversity, opportunity, equality, and respect. Our core values include Embracing Differences, and we seek candidates who are passionate about building a culture that encourages, embraces and hires dimensions of differences.
