Overview
Under the supervision of the Director of Field Operations and Reporting, the position will serve as the Subject Matter Expert in Fiscal. The Fiscal Subject Matter Expert (FSME) will work in collaboration with the Monitoring Support Leads, Reviewer Consultants and Field Operations Managers to support pre-site, onsite and post site reviews in fiscal. The Fiscal SME will help to ensure that findings are aligned to the correct citations and written according to the OHS guidelines. The position will review feedback from the OHS regarding fiscal determinations. The position will provide support, guidance staff requiring extra support or guidance and help to plan fiscal training for contract staff and reviewers, co-facilitating the presentation of training and working with Review Teams, Field Operation Managers, and the Office of Head Start as requested.
Responsibilities
- Provide fiscal support and guidance to monitoring review and follow-up teams and others.
- Assist in customizing follow up reviews for individual regions, including working with the assigned Follow-Up Lead in scheduling and planning onsite follow-ups, and working with identified onsite reviewers and Program Specialists to carry out onsite reviews, as necessary, and ensuring any extensions for corrective action periods and changes to review dates are approved and adjustments are made in the system.
- Assist with the analysis of fiscal concerns, findings and/or deficiencies and ensure alignment with appropriate citations.
- Assist with the development of fiscal orientations and other required updates/orientations throughout the monitoring year for staff and reviewers.
- Provide coaching and one on one support to Review Leads, Consultants as needed.
- Assist with identifying fiscal data trends or gaps in the field
- Work with Reporting Team on any reports with fiscal findings and ensure timely submission of the report to the Regions and the OHS
- Participate as needed during onsite and virtual reviews as assigned.
- Assist with any special projects or initiatives assigned by the DLH leadership team or the OHS
- Attend staff meetings and participate in conference calls and debriefs as required
- Help to maintain a fiscal tracking system and identify fiscal training needs
- Works in partnership with the training team to develop and present fiscal training
- Provide research on complex fiscal findings, procedures, or activities
- Assist with recruitment, selection, interviewing, and orientations of Fiscal Reviewers
- Assist with fiscal analysis when requested
- Engage in special reviews by providing virtual or in person support
- Able to travel as needed based on business needs
- Other duties as assigned.
Qualifications
Bachelor’s degree in related field and 5 years relevant experience in nonprofit or for profit, local/state/federal government, and/or school system in an accounting and/or financial management level. Specific experience includes 5 years related experience as a professional in fiscal/accounting work and a solid understanding of Generally Accepted Accounting Principles (GAAP).

- Understanding of federal accounting cost policies and principles
- Familiar with Uniform Guidance, Head Start Act, and the Head Start Program Performance Standards and Regulations.
- Proficient with spreadsheet, database, and publishing software (e.g., MS Excel®, Word®, and Adobe® Acrobat® PDF software). Proficient at file conversion and compilation. Strong written, verbal, and analytical skills. Familiar with federal grants terminology.
- Ability to work effectively in a virtual environment
- Ability to travel (30%) and act as reviewer on on-site follow ups or targeted reviews
Basic Compensation: $88,000.00 -$92,000.00 yearly salary
The salary offered within this range will be based on the selected candidates’ skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards. An applicant’s salary history will not be used to determine compensation.
