Summary

As Oversight & Performance Program Manager at the GS-0340-15 level, you will be part of Suitability Executive Agent Programs, Office of Personnel Management. If selected, you will be responsible for overseeing staff and analysts who conduct oversight of department and agency performance of delegated suitability and investigative functions and monitor and measure compliance with suitability, fitness, credentialing and other vetting related requirements issued in whole or in part by OPM.

Duties

Reviews and evaluates data, evaluation results, reports, and other work products to direct resources and audits to the agencies that need oversight the most. Adjusts immediate and long-range goals, objectives, evaluation plans, and schedules to meet changes in governing regulations, program funding, and/or stakeholder needs. Oversees the identification of federal agencies' programs' weaknesses and confirms the appropriate recommended/required corrective actions. Uses expert knowledge of personnel vetting to ensure consistent and effective application of prescribed vetting policies and procedures across federal agencies. Uses expert knowledge of personnel vetting to provide guidance and instruction to personnel vetting specialists and other team members in the performance of their oversight responsibilities. Identifies research techniques or methods, design management, and analytical tools to evaluate government-wide personnel vetting data. Promotes awareness of best practices that can serve as benchmarks for agency personnel vetting offices. Selects and applies a wide variety of analytical and evaluative theories, methods, techniques, and concepts to find innovative alternatives to complex issues. Uses data to provide recommendations for new and innovative methodologies designed to modernize and make the personnel vetting process more efficient and effective. Oversees the federal agencies' performance using an enterprise performance measurement and metrics approach.

Qualifications

For the GS 15: Applicants must have one year of specialized experience at the GS-14 grade level in the Federal Government (or equivalent): experience using expert knowledge of personnel vetting policy and procedures to monitor compliance with suitability, fitness, credentialing and other vetting related requirements; experience with enterprise performance measurement and data analysis; and collecting data and information for the development of, or revisions to, policy. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
