Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
NCIA – PAN Migration to NATO Public Cloud Project
The PAN Migration to NATO Public Cloud project is organized under the NCIA Cloud Portfolio. The project aims to transition roughly 15.000 staff within the NATO Enterprise from the on-premises Public Access Network (PAN) to the NATO Public Cloud (NPCL). At the time of this engagement, the first major site (Norfolk VA, USA) will have transitioned and the project will continue to transition an additional 18 sites across various locations in the alliance.
Online Training Content Creation
One of the main objectives of the project is to ensure a structured rollout for 15.000 users at 19 PAN locations, by providing online training content for the users transitioning to a new working environment.
Under the direction of Cloud Operations Manager, project manager, and project training coordinator, they will produce comprehensive and customized training materials on Microsoft 365 and associated products, including Windows 11 Enterprise, the Office 365 suite, MS Teams, OneDrive for Business, and SharePoint Online. Additionally, the Online Training Content Creator will cover essential security topics such as Microsoft BitLocker, Windows Hello for Business and Device Compliance within an Intunemanaged context. They will also be flexible to create online materials on the customized user environment.
They will get a training from Project Training Coordinator, which will allow them to familiarize with the NPCL environment and the customized training content.
Role Duties and Responsibilities
Initial Training
- Producing online training content on NPCL will require bespoke knowledge about the specific setup and background of the NPCL solution. To this end they will be required to attend familiarization training:
- Online learning about the specific elements of the NPCL solution (based on the Viva Learning module in the M365 solution)
- A full day of familiarization training in the NHQ location in Brussels – Belgium
- Any additional lifecycle support training (remote) as it becomes available during the rollout
Produce Training Content:
- Provide training materials, videos, tutorials, guidelines and FAQs on the features and core functionality of Windows 11 Enterprise, Microsoft 365 and Office 365 products, including Word, Excel, PowerPoint, Teams, and Outlook, Microsoft Planner, Microsoft To Do, Microsoft Bookings, Microsoft Forms, Microsoft Loop and Power Automate.
- Provide training materials, videos, tutorials, guidelines and FAQs on security best practices, maintaining data security and privacy, including the use of Microsoft BitLocker, Windows Hello for Business, and device compliance in an Intune-managed context.
- Provide training materials, videos, tutorials, guidelines and FAQs on customized NPCL content, including applications or features that are specific to NPCL (including Citrix Secure Private Access).
- Ensure online materials are accessible and easy to understand.
- Regularly update materials to reflect new features and changes.
- Adhere to organizational branding guidelines, including colours, fonts, and logos.
Manage Viva Learning Environment:
- Curate training resources for Viva Learning via SharePoint and different training providers relevant to the NPCL environment.
- Support management of Viva Learning platform for easy access to all NPCL training materials and resources.
- Train users on how to effectively use Viva Learning.
- Effectively promote the use of the online training resources
Continuous Improvement:
- Regularly update and improve training materials, handouts, and slides to ensure relevance and effectiveness, tailored to each site’s needs.
- Gather feedback from participants to continuously refine and enhance NPCL training programs.
- Work closely with the NPCL project team to ensure alignment of training content with overall project objectives.
Essential Skills and Experience
Online Content Development:
- Experience in creating comprehensive and user-friendly online materials, including guidelines, FAQs, videos, articles.
- Ability to develop step-by-step guides in a video format or printed with clearly marked and explained screenshots, and FAQs.
- Skill in ensuring training materials are accessible and up-to-date.
- Proficiency in using various formats for training materials (slides, handouts, online resources).
Ability to create professional training videos
- Screen and video recording, video editing, ability to add annotation, transitions, adding interactive elements (e.g. embedding quizzes using Microsoft Forms and Stream)
- Familiarity with screen recording, image and video editing software; for example, Adobe PRO, OBS Studio, Camtasia, Canva, Snipping Tool, PowerPoint
Windows 11 Enterprise, M365 products, Office Suite and Collaboration Tools:
- In-depth knowledge of Microsoft 365 core products (Windows 11 Enterprise, Office 365 suite, MS Teams, OneDrive, SharePoint Online).
- Proficiency in Windows 11 Enterprise and the Office 365 suite.
- Expertise in MS Teams, OneDrive, and SharePoint Online.
- Ability to explain features and functionalities clearly.
- Experience in developing training materials.
- Ability to update training content based on new features and updates.
Security and Intune Managed Device Compliance:
- Knowledge of security best practices, including Microsoft BitLocker and Windows Hello for Business.
- Proficiency in Intune device management, including policy configuration and compliance management.
- Experience in developing training materials on device compliance and data security.
- Ability to explain the Company Portal and its functionalities.
- Skill in providing guidelines for maintaining privacy and security.
Viva Learning:
- Knowledge of how to use learning management platforms, and specifically Viva Learning and SharePoint
- Experience in managing user dashboards in Viva Learning
Additional M365 Tools:
- Basic knowledge of other M365 tools such as MS Planner, MS Bookings, MS Forms, MS Places, To Do, Loop, Whiteboard, Lists, Stream, ClipChamp.
- Ability to demonstrate how these tools integrate with core M365 products, such as MS Teams.
- Experience in enhancing productivity through these additional tools.
- Skill in providing user guidance and providing practical solutions for these tools.
