ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

The International Telecommunication Union (ITU), in collaboration with the National Telecommunication Institute (NTI) of Egypt, will host the ITU Regional Forum on 5G and Beyond: Enabling Smart Sustainable Cities and Communities for Arab States, to be held in Egypt, Cairo, from 11-12 December 2024. This in-person event, graciously hosted by NTI. 

As the world embraces 5G and emerging mobile technologies, cities are increasingly leveraging these advancements to transform into smart, sustainable urban environments. 5G networks, with their ultra-fast speeds, low latency, and massive connectivity, are revolutionizing how people interact with city services, enabling more efficient, secure, and citizen-centric urban living.

This forum will convene global leaders and experts to explore the crucial role of 5G and beyond in advancing the development of smart cities and communities. The discussions will center on how these technologies can transform urban planning, promote sustainability, and enhance the quality of life for all residents.
 

TERMS OF REFERENCE

Under the direction of the Senior Advisor for the ITU Arab Regional Office and under the guidance of the Regional Director of the ITU Arab Regional Office, in the framework of the Regional Forum on 5G and Beyond: Enabling Smart Sustainable Cities and Communities for Arab States, to be held in Egypt, Cairo, from 11-12 December 2024. Specifically, the consultant will:

  • Support ITU in drafting the forum’s programme.
  • Contribute to the development of the forum’s content on "5G and Beyond: Enabling Smart and Sustainable Cities and Communities" according to the sessions that will be assigned to him/her by ITU. 
  • Assist ITU in identifying and coordinating with potential speakers to support the content development and successful delivery of the forum.
  • Support the forum’s delivery by moderating designated sessions.
  • Facilitate the participation of speakers during the event.
  • Assist with logistics and technical preparations for the forum.
  • Lead and present the content of the relevant assigned sessions during the forum.
  • Conduct activities within the forum to co-create recommendations that address key points outlined in the draft report, focusing on 5G and beyond as enabling technologies for smart cities and communities.
  • Utilise ITU resources and materials relevant to the forum’s theme.
  • Develop an outcome report summarising the key discussions and main takeaways from the forum.
  • Arrive one day prior to the event to support pre-forum preparations.
CONCRETE DELIVERABLES

The consultant will deliver the following:
•    Draft programme of the forum to be delivered for ITU review.
•    PowerPoint presentations on sessions relevant to the Forum’s main themes and that will be assigned to him/her by ITU to be delivered for ITU review. 
•    An outcome report for the forum with key topics discussed, summary of the discussions and recommendation for future activities to be delivered by 15 Dec 2024 for ITU review.
The ITU will retain the copyright over all the presentations and reports.
 

COMPETENCIES

In-depth knowledge and hands-on experience on 5G and emerging technologies as enabler for smart cities and communities.

QUALIFICATIONS REQUIRED

Education:
Advanced university degree in telecommunication, computer science, information technology or a related field such as engineering etc., OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.


Experience:
At least ten (10) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA). 
Experience in 5G and relevant emerging technologies and applications including smart cities is required.
Experience in Emerging technologies is desirable. 


Languages:
Knowledge of English at advanced level. Knowledge of Arabic is desirable. 

REMUNERATION INFORMATION

340 USD per working day.
