Job description

Role Overview

Reporting to the State Executive Director, the Materials Management Lead will oversee all work relating to the management of Specially Identified Materials (SIMs) and trials relating to the on ramping of new materials to the Uniform Statewide Collection List (USCL), for addition to the curbside recycling program in the state. This role is integral to CAA meeting the obligations around materials management as laid out in the program plan, and therefore to meeting CAA’s compliance obligation in the state. Expanding the collection of plastic packaging is also essential for CAA to meet the statewide statutory plastics recycling rate of 25% by 2028.

Key Responsibilities

  • Coordinate the timing and execution of the on ramping strategies for materials outlined in the program plan.
  • Deliver the additional work for SIMs outlined in the program plan, working with necessary RMA partners and contractors to create successful outcomes.
  • Stay closely aligned with the Recycling and Depot Managers for work associated with materials that fall on the USCL or PRO acceptance list.
  • Work with procurement to issue SOWs for the critical work necessary to execute the on ramping strategies.
  • Gather key metrics and information from materials management efforts for quarterly and annual reporting.
  • Contribute to development of program plan amendments and updated program plan submission. Perform other related duties as assigned.
  • Engage with local governments, haulers and collection points, as needed, to ensure successful program delivery.

Skills & Competencies

  • Demonstrated success in leading transformational project execution.
  • Working knowledge of recycling systems, preferably within the specific state.
  • Understanding of MRF operations and technologies used to separate recyclable commodities.
  • Effectively collaborates with key stakeholders, serving as a resource to ensure successful delivery of services.
  • Uses professional and effective judgment and decision-making skills rooted in logic and sound reasoning to identify the strengths and weaknesses of alternate approaches, solutions, or conclusions.
  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Experience working in a complex, multi-faceted environment with several competing priorities.
  • Proficient in Microsoft Office 365, including SharePoint, Teams, Visio, and Monday.com.
  • Effective communications skills which can build relationships with communities, internal CAA teams and at all levels in the CAA organizational structure.

Qualifications

  • Bachelor’s degree in related field, or equivalent practical experience in related field with proven, successful track record
  • At least five years of related experience required
  • Experience leading program innovation or start-ups preferred

Physical Requirements

  • Includes some travel within Oregon
  • Must reside in Oregon or Southwest Washington

Compensation & Other Information

  • Location: Initially Fully Remote from Oregon
  • Pay Rate; based on experience
