The International Procurement Team is looking for an experienced Principal Procurement Specialist to lead in the sourcing and acquisition of materials and services, manage supplier performance and manage the entire subcontract purchase order life cycle for DoD, FMS and DCS customers. Qualified candidate may be remote/telecommute at management discretion.

What You Will Do:

  • Ensure accurate and complete requirements for materials and services are
  • communicated to suppliers.
  • Understand and execute to all Export/Import Requirements including supporting telecons, face to face meetings, and all Export/Import documentation and reporting
  • Analyze supplier quotes/ proposals and perform complex Cost & Price Analysis
  • Negotiates reasonable prices based on price and cost analysis as well as terms and conditions negotiations
  • Place Letter subcontracts, Purchase Orders, and facilitate Change Management on contracts including documentation in EPAD system
  • Managing and reporting on supplier performance in the areas of cost, quality and schedule performance as well as material sales reporting
  • Prepare and issue requests for proposal based on required technical, quality, delivery, and Federal Acquisition Regulation (FAR) requirement
  • Manages all metrics related to the desk
  • Contribute to improvement to processes, systems or products
  • Travel up to 25% may be required

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Experience working in Cross-Functional Team (CFT), Integrated Product Team (IPT) and/or project or program management
  • Master’s Degree
  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS) or within other heavily regulated industries such as pharmaceutical, medical, aviation or automotive.
  • Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.)
  • Analyzing Cost/Pricing Data to determine proposal compliance (FAR 15.4) and/or experience executing a competitive procurement including development of evaluation criteria
  • Understanding of technical requirements of procured hardware and services including Statement of Work (SOW) review
  • Familiarity with the International Traffic in Arms Regulations (ITAR)
  • Knowledge of import/ export compliance requirements for international business partners
  • Experience procuring complex assemblies for military applications
  • Experience in negotiating terms and conditions
  • Easily adapts between strategic and tactical tasks
  • Ability to influence team decisions and outcomes
  • Secret security clearance

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
