This exciting role is for an Associate Director of Government Affairs and Policy in Eastern Canada. As a sole contributor, you will play a pivotal part in shaping Moderna's external affairs strategies, working closely with federal and provincial governments, decision-makers, and other key stakeholders. You’ll focus on creating a public policy environment conducive to the adoption of Moderna's innovative solutions, especially in the areas of respiratory vaccines and rare diseases. Through proactive engagement and analysis of political and policy developments, you will drive advocacy initiatives and foster partnerships that align with Moderna's strategic goals.

This role offers a unique opportunity to influence public health outcomes while advancing Moderna's mission of transformative medicine. With a geographical focus on Ontario, Quebec, and the Atlantic region, you’ll engage with diverse stakeholders to deliver value to patients and communities.

Here’s What You’ll Do:

Your key responsibilities will be:

  • Establishing and maintaining relationships with key stakeholders, including payers, public health officials, government representatives, and advocacy/trade associations in Eastern Canada.

  • Communicating Moderna's value proposition and upcoming innovations, such as vaccines and pipeline assets, ensuring alignment with external decision-makers.

  • Promoting a supportive policy environment for innovative vaccines and rare disease assets through partnerships with parliamentarians, civil servants, agencies, and associations.

  • Performing legislative and regulatory analysis on policy and political developments impacting Moderna’s initiatives and providing actionable insights into strategic planning.

Your responsibilities will also include:

  • Monitoring and communicating current and emerging political trends in Eastern Canada to support Moderna’s policy development.

  • Representing government and stakeholder perspectives in internal planning processes, ensuring alignment with the company’s strategic priorities.

  • Developing and executing engagement programs to build external relationships that support Moderna’s goals.

  • Collaborating extensively with Communications, Medical, Marketing, and Market Access teams, locally and globally, to align priorities.

  • Acting ethically and compliantly, adhering to Moderna’s policies and all relevant legislation and industry codes of practice.

Here’s What You’ll Bring to the Table

Minimum Qualifications:

  • A degree in Health Policy, Political Science, Law, or other relevant areas of specialization.

  • 8+ years of experience in government affairs, public policy, health care systems, stakeholder engagement, or a related field.

  • Demonstrated understanding of Canadian healthcare policy, public health, and government affairs.

  • Proficiency in policy analysis, including the ability to interpret political trends, regulatory issues, and their potential impact on the business.

Preferred Qualifications:

  • Background in public health or vaccines policy, with experience in promoting policy initiatives in the healthcare sector.

  • An MBA, Master’s in Public Policy, or another advanced degree in a related field.

  • Bilingual in French and English, given the role’s focus in Eastern Canada.

  • Proven success in engaging with senior government officials, advocacy groups, and other external stakeholders to influence policy positions.

  • Strong oral and written communication skills, with the ability to influence without direct authority and adapt messaging to varied audiences.

  • Excellent negotiation and diplomacy skills, including the ability to manage complex relationships across multiple stakeholder groups with discretion.

  • Comfort with both strategic planning and hands-on operational tasks; adaptable to a fast-paced, changing environment.
