JOB DESCRIPTION:
The Manager of Compliance Operations (“MCO”) reports to the Vice President of Compliance. The MCO assists the Ancora training divisions in complying with state licensing agencies' criteria and corporate policies. In addition, the MCO assists in maintaining an accurate and current location tracker for training operations, compliance document archive, and the preparation of applications, reports, and official communication sent to state regulatory agencies.
The MCO possesses the ability to work well with colleagues and other constituents, often from a distance, and has a high comfort level with the use of multiple forms of communication. The MCO must be self-reliant and comfortable in a highly visible position, exceptional critical thinking and analytical skills are essential, as is the ability to make decisions and to accept accountability. The MCO is expected to persevere in a challenging environment, demonstrate an advanced ability to learn from experience, and possess strong writing skills and high-level project management skills. The MCO must be able to multitask, managing multiple priorities, responsibilities, and deliverables promptly and within the constraints of externally imposed deadlines.

RESPONSIBILITIES:
Monitor operations of Ancora training business units to ensure adherence to federal, state, and corporate, policies
Ensure that training locations meet all regulatory filing deadlines required to maintain licensure, approvals, and exemptions by tracking and managing communications while meeting internal and external due dates
Use internal document management systems and reports to manage a compilation of agency applications, reports, responses, and correspondence to ensure timeliness, accuracy, consistency, compliance, and professionalism
Partners with appropriate training division leaders and corporate departments on internal and external compliance matters, submissions, and communications
Provide technical assistance researching and interpreting laws/rules/criteria/regulations and applying them to training operations
Cultivate and maintain positive relationships with state agencies and industry associations
Support training locations with state Department of Motor Vehicle/Department of Transportation site review process and timelines to include visit preparation, visit support, corrective action plans, and follow-up activities
Reviews regulatory communications for completeness, accuracy, quality, and follow-up planning
Assists training division to maintain appropriate licenses and exemptions, including the review of annual, interim, and progress reports and applications when applicable, including maintaining instructor licensing as current
Champion the CDL instructor's Random Drug Testing protocol
Assist to facilitate and maintain documentation for mandated instructor training for safety incidents
Serve as initial compliance point of contact for AT/ACT business units
Remain apprised of state legislation impacting assigned schools/business units
Attend relevant conferences and meetings, as requested
Ensure all internal compliance items are properly maintained (improvement plans, training files)
Other duties or projects as assigned
WORK ENVIRONMENT & EXPECTATIONS:
The MCO will be available during acceptable business hours, during extended hours as needed, and during normal school operating hours when visiting campuses
This position may require working outside normal business hours to meet submission deadlines and due to special circumstances
This position requires travel. Some travel may be expected outside of normal business hours.
Expected travel: up to 25%
REQUIREMENTS:
Bachelor’s degree in business, education, or related field from an academic institution accredited by a regional or national accrediting agency that is recognized by the U.S. Department of Education or substantive experience in post-secondary education
Strong time management skills & attention to detail
Superior oral and written communication skills, an ability to think and plan strategically, self-reliance, and exceptional critical thinking and analytical skills
PREFERRED:
At least five years of experience working with state licensing or other regulatory agencies
Experience navigating a complex, multi-site, geographically diverse, regulated organization
Experience with campus academic & administrative platforms or other industry-related software
