About that Federal Grant and Proposal Capture Manager:  

The Federal Grant and Proposal Capture Manager leads the organization's federal funding pursuit strategy, managing the complete lifecycle of grant opportunities from identification through submission. This role combines strategic thinking with tactical execution to maximize the organization's success in securing federal funding, while coordinating diverse teams of internal staff, industry partners, and academic collaborators. 

Responsibilities:

  • Opportunity Management 
    • Monitor and identify federal grant opportunities through Grants.gov, beta.SAM.gov, and agency forecasts 
    • Evaluate funding opportunities against organizational capabilities and strategic goals 
    • Develop capture strategies and win themes for targeted opportunities 
    • Lead go/no-go decision processes for potential opportunities 
    • Maintain opportunity pipeline and tracking systems 
  • Team Management 
    • Build and lead integrated proposal teams across organizational boundaries 
    • Coordinate and manage industry partner contributions and deliverables 
    • Oversee university research teams and academic partnerships 
    • Establish clear roles, responsibilities, and deadlines for all team members 
    • Facilitate effective communication between internal teams and external partners 
    • Conduct regular team meetings and status updates 
    • Manage resource allocation across multiple concurrent proposals 
  • Proposal Development 
    • Coordinate cross-functional proposal teams including subject matter experts, technical writers, and partners 
    • Develop proposal outlines, timelines, and writing assignments 
    • Lead proposal kickoff meetings and review sessions 
    • Ensure compliance with all federal guidelines and submission requirements 
    • Manage proposal budget development in collaboration with finance team 
    • Oversee quality control of final submissions 
    • Coordinate and integrate partner contributions into cohesive proposals 
  • Partnership Management 
    • Build and maintain relationships with federal program officers 
    • Develop and nurture strategic partnerships with industry leaders 
    • Establish and maintain academic research partnerships 
    • Coordinate intellectual property and data sharing agreements 
    • Ensure alignment of partner capabilities with opportunity requirements 
  • Strategic Leadership 
    • Develop and implement long-term federal funding strategies 
    • Analyze win/loss patterns to improve capture processes 
    • Create and maintain proposal templates and best practices 
    • Provide training to staff and partners on federal grant writing and compliance 
    • Track federal funding trends and agency priorities 

Requirements:

  • Bachelor's degree in relevant field 
  • 7+ years of experience in federal grant writing and management 
  • Demonstrated track record of successful federal grant captures 
  • Expert knowledge of federal grant regulations and requirements 
  • Strong project management and team leadership skills 
  • Experience managing multi-organization teams 
  • Excellent written and verbal communication abilities 
  • Proficiency with grants management software 
  • Proven ability to lead diverse, cross-functional teams 

Preferred

  • Master's degree in related field 
  • Startup experience is a plus; adaptability and the ability to handle challenges in a fast-paced environment 
  • Federal agency experience 
  • Certification in grant writing or proposal management 
  • Experience with specific federal funding agencies (NIH, NSF, DOD, etc.) 
  • Knowledge of federal acquisition regulations (FAR) 
  • Background in building successful academic-industry partnerships 
  • Experience with cooperative agreements and teaming arrangements 
  • Shipley capture management course completion  

Working Conditions:

  • Full-time position with occasional evening/weekend work during proposal crunch periods 
  • 5-10% regular travel required for partner meetings and team coordination at our beautiful HQ in McLean, VA

Salary Range: $125,000-$170,000. This represents the typical salary range for this position based on experience, skills, and other factors.
