Refugee Housing Solutions Refugee Housing Solutions is a capacity building, technical assistance (TA) and training provider funded by the Bureau of Population, Refugees, and Migration (PRM) and the Office of Refugee Resettlement (ORR) among others to increase access to affordable housing t o resettled refugees through the U.S. Refugee Admissions program and to other newcomers by building capacity and expanding affordable housing solutions. Purpose

The Associate Director, Refugee Housing Solutions will support U.S. resettlement and integration services for refugees and newcomers through Refugee Housing Solutions in housing capacity development, innovation, and technical assistance to increase resettlement capacity. The role will have expertise in refugee resettlement, technical assistance, resource development, capacity development, affordable housing, project management and act as a liaison to the national resettlement agencies and affiliates leading project coordination and administration of Refugee Housing Solutions, supervising a team of staff. Travel is required. (Approximately 25% travel expected).

Responsibilities

  • In coordination with core programs leadership, provide strategic project management to Refugee Housing Solutions’ direction, technical assistance, resource development and innovative initiatives.
  • Lead the RHS Housing Hub, administer and coordinate technical assistance, lead working groups, webinars, communities of practice, and resource development efforts across the team and be a key contributor supporting the Associate Director of Innovation and Strategy on innovative housing solutions ensuring it meets CWS, RHS and contractual requirements and standards.
  • Develop, maintain, and continually improve housing technical assistance training (adapting to diverse adult learning techniques) and resources to disseminate nationwide as applicable.
  • Coordinate with housing team in the creation of housing guidance documents and supplementary materials that provide reference and clarity on all programmatic topics and monitoring outcomes, inclusive of (but not limited to) handbooks, sponsorship programming, virtual case management, cultural orientation, housing expectations, toolkits, and one-pagers. Oversee e-learning course development and content.
  • Promote lived experience perspectives in Refugee Housing Solutions program design.
  • Collaborate with program leadership to prepare and manage program proposals, budget development and management, quality assurance, grant reporting, and identify strategic business development opportunities.
  • Maintain up-to-date self-education about housing development, resettlement and integration programs and develop specific expertise in clients’ housing needs. Ensure other unit colleagues are held to the same standard.
  • Create and implement needs assessment surveys and data management of national resettlement agencies and affiliates to capture housing challenges across the U.S.
  • In collaboration with unit leadership, develop and steward partnerships with key stakeholders such as, but not limited to, government branches, landlords, property managers, sub-award partnerships, and other housing providers, plus resettlement agencies to administer technical assistance, training, capacity development, and to create sustainable and innovative housing solutions.
  • Coordinate with Associate Director of Special Projects and Communications teams to ensure the Refugee Housing Solutions website is user friendly, valuable, accurate, and adheres to funder regulations.
  • Ensure Refugee Housing Solutions team utilizes cloud-based platforms for project management efficiencies and teamwork in a primarily virtual workspace, such as but not limited to ASANA, Microsoft Suite, Miro, AirTable, Articulate, Salesforce, DropBox, etc.
  • Organize internal training as needed for CWS HQ staff.
  • Provide supervision of program staff and outside consultants as relevant.
  • Attend and contribute to internal and external meetings as requested. (Approximately 25% travel expected).
  • Perform other duties as assigned.

Experience:

Qualifications

  • A firm understanding of housing development, the affordable housing landscape and refugee resettlement required.
  • At least 6 years’ experience in housing, technical assistance, innovation, and/or resettlement necessary; experience in a local resettlement affiliate or a national office of a resettlement agency or lived experience in the communities we serve strongly preferred.
  • Minimum of 2 years Supervisory experience required.
  • Excellent project and data management skills.
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities.
  • Ability to maintain a high-performance standard with attention to detail.

Skills:

  • Strong interpersonal and diplomacy skills; ability to work effectively with partners and teams.
  • Ability to always conduct oneself in a professional and courteous manner to represent the professional and institutional interests of CWS.
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point, and database software is essential.
  • Experience with virtual learning platforms such as Go to Webinar, Microsoft Teams, Zoom, and WebX, and CRM platforms are a must.
  • Strong writing skills required.
  • Fluency in a language spoken by refugee populations a plus.
  • Ability to work in a multi-cultural environment required.
  • Commitment to diversity, equity, and inclusion and willingness to support CWS’ Platform on Racial Justice as a CWS employee required.

Education & Certifications:

  • Bachelor’s degree required.

This Position Is a US-based Remote Role With In-person Responsibilities. Employees Who Are Assigned To Work In Positions Designated As Fully Remote Must Sign The Remote Work Agreement, Which Outlines The Employee And Organizational Responsibilities And Expectations During The Remote Work Arrangement, Such As:

  • Ability to maintain an appropriate dedicated workspace that is conducive to remote work (“Dedicated Work Area”). The Dedicated Work Area must be ergonomically correct, secure, and free of safety and fire hazards, such as, for example, noise, glare, poor lighting, and other conditions that may cause accidents. CWS will answer any questions
  • employees may have about the adequacy, security and safety of their Dedicated Work Area. Access to strong and reliable Internet service (partially reimbursed)
  • Must follow secure remote access procedures and are responsible for the security of all documents and records in their possession while working remotely and must adhere to the IT and other security procedures to ensure confidentiality and security of data.
  • Core office hours are set times when the employee must be available online or in the office. Regular work hours must span core business hours of 10 AM - 4 PM US ET time. Employees are required to dedicate their time to a full, uninterrupted workday.
  • Must use CWS provided equipment such as laptop and cell phone.
  • Must be on site as necessary to attend meetings, training sessions, or similar events or occurrences for which in-person attendance is required. (Approximately 25% travel expected, primarily U.S. domestic but potentially international, must have valid passport)
