Job Description Summary:
The Conformance Specialist will be responsible for managing and ensuring compliance with all prevailing wage laws and regulations for construction projects. This includes submitting conformance requests for labor classifications and wage determinations and maintaining accurate records for utility scale solar construction, BESS, high voltage, and O &M projects.

Position Responsibilities and Duties:
Ensure Compliance: Ensure compliance with all applicable prevailing wage laws and regulations, including but not limited to Davis-Bacon and state-specific prevailing wage laws.
Develop and Submit Requests: Prepare and submit supplemental wage determination requests to the DOL, ensuring all required information is accurate and complete.
Monitor Compliance: Monitor and track conformance requests to ensure timely & thorough responses from WHD.
Documentation and Reporting: Maintain accurate records of prevailing wage rates, ownership of work, supplemental determinations, and related documentation.
Stakeholder Communication: Collaborate with project managers, contractors, and legal teams to gather necessary information and communicate wage determination requirements.
Training and Support: Provide training and guidance to project managers, superintendents, and other team members on prevailing wage & classification compliance requirements.
Review and Analyze: Review and analyze contract specifications and bid documents for compliance with prevailing wage laws and regulations.
Review and Reconsideration: Manage the review and reconsideration process for wage determinations, including submitting appeals and additional documentation as needed.
Legal and Government Liaison: Work with outside legal counsel and government agencies on prevailing wage-related issues and audits.
Employee and Contractor Compliance: Ensure that all employees and contractors understand and comply with prevailing wage laws and regulations.
Minimum Skills or Experience Requirements:
Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
Experience: Minimum of 3 years of experience in wage determination, labor compliance, or a related field.
Knowledge: Strong understanding of federal wage regulations, including the Davis-Bacon Act and the Inflation Reduction Act.
Skills: Excellent organizational, communication, and analytical skills. Proficiency in Microsoft Office Suite and experience with compliance management software.
Attributes: Detail-oriented, proactive, and able to manage multiple tasks and deadlines effectively.
