Job Summary:
POWTEC has an immediate need for a Senior Application Systems Analyst/Programmer (Senior Developer) to support a government customer in Warren, MI. The candidate will be working REMOTELY to provide all phases of application systems analysis and programming activities to include application configuration and customization, installation, integration, testing, troubleshooting, deployment, and sustainment of mission applications and/or systems. Supports environments built with SQL, C#, ASP.NET MVC, JavaScript, ColdFusion, and Oracle PL/SQL programming languages. This position will perform a variety of support including configuration and change management, technical documentation, architecture support, end user support, engineering, web design, web development, Microsoft (MS) SharePoint portal development, PowerBI, SQL backend programming and development, application modernization, application migration support, and sustainment expertise to support the customer mission.

Duties/Responsibilities:
- Performs work under general supervision while formulating and defining system scope and objectives through research and fact-finding to develop or modify moderately complex information systems.
- Design, Installation, configuration, integration, testing, troubleshooting, deployment, and sustainment of Microsoft IIS, Java, and Apache Tomcat mission applications and/or systems.
- Designs, codes, tests, debugs, documents, and maintains those programs.
- Produces technical documentation for applications to include existing processes, interfaces, and environment, procedures, reference materials, diagrams, threat modeling, build guides, design specifications, stylesheet design, and written reports. and the database design, database structure, field and table descriptions and relationships for each application.
- Provides feedback and detailed documentation of code changes, procedures, and manuals.
- Assists users with questions and issues regarding applications and systems.
- Regularly assists less experienced analysts/programmers.
- Provides Tier 3 support on the SIPR and NIPR in accordance with U.S. Army standards.
- Performs system administration of software and application migration in Defense Information Systems Agency (DISA) milCloud 2.0.
- Performs configuration and change management as needed.
- Performs other related duties/special projects as assigned.
- Core hours are from 0900 – 1430; start time 0600 – 0900 EST.
Required Skills/Abilities:
- Programming language skills: SQL, C#, ASP.NET MVC, JavaScript, ColdFusion, or Oracle PL/SQL.
- Candidates with experience developing, maintaining, and customizing SQL-based applications and PowerBI experience with administration, development, and support preferred.
- Strong communication skills including the ability to interpret technical concepts to and from non-technical users.
- Must have ability to produce clear and concise technical documentation in accordance with DISA’s Security Technical Information Guides (STIG).
- Application and software administration and migration to DISA milCloud 2.0 preferred.
- Experience with Microsoft IIS, Java, and/or Apache Tomcat based software and application installation and maintenance preferred.
Education and Experience:
- Must have a Security Clearance
- U.S. citizenship required
- Must have a minimum of DoD IAT Level I baseline certifications in one or more of the following: Security+ CE (preferred), SSCP, A+ CE, CCNA-Security, Network+ CE, GSEC.
- Associate’s Degree in Information Technology, Computer Science, Software Engineering, or a combination of equivalent education and experience required.
- Minimum of 10 years of experience with a combination of programming, network configuration/administration, system administration, and application development.
- Experience providing application development support to the Department of Defense required, preferably with the U.S. Army.
- Computing Environment certification in HTML or XML; Windows 2012/2016 Server preferred.
