Job description

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Senior Associate for our Monitoring, Evaluation, and Learning (MEL) team.

Position Description: The Senior Associate is a vital member of the Tetra Tech team and works across all the sectors towards the goal of providing highest quality MEL services to support new business, project implementation and institutional learning. The Senior Associate is a team player, mentor and trainer, and a provider of technical assistance, guidance, and support of Tetra Tech’s five sectors as well as field offices. The Senior Associate will be assigned duties by the MEL Director, or designee, in the areas of capacity building, business development, and providing billable technical assistance.Senior Associates are expected to be highly motivated, demonstrate strong self-discipline, and work with minimal supervision. A Senior Associate is expected to engage in and support the dynamics of Tetra Tech business through teamwork and demonstrate initiative and flexibility in their engagements. Therefore, they are expected to work closely and cooperatively with other personnel of the firm to achieve corporate goals. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

Responsibilities

  • Demonstrate a thorough understanding and knowledge of Tetra Tech’s proposal development process.
  • Assist the sector teams in project tracking and the development of capture plans; conduct preliminary research on priority projects and facilitate processes to frame the proposal strategy and technical approach.
  • Develop and share data and preliminary MEL frameworks based on the expected RFPs to help guide pre-proposal technical strategy development.
  • Support teams in the development of causal models, theory of change, results framework, learning agendas, and other high-level strategy modeling.
  • Develop preliminary Activity Monitoring, Evaluation and Learning Plans (AMELPs) (text and tables) in full compliance and responsiveness of the RFP.
  • Provide input into technical approach to stress output-outcome linkages and performance measurement; provide feedback on MEL designs developed by other MEL Specialists, Tetra Tech staff or sub-contractors.
  • Review proposal MEL budgets with an eye toward balancing budgeting for implementation with win strategy.
  • Provide project start-up support for the development of the activity monitoring, evaluation and learning plan (AMELP), and provide training, mentoring and backstopping to the projects.
  • Provide on-going monitoring, quality assurance, and technical support to project staff through regular check-ins, guidance and mentoring and orient and train staff and partner organizations on evaluations and learning.
  • Support project teams to deploy digital technology tools and systems to collect and manage MEL data and carry out analysis and reporting.
  • Facilitate organizational learning through use of data, analysis, and capture of knowledge products; develop new as well as analyze existing tools and methods that will improve Tetra Tech MEL systems.
  • Attend conferences and lead seminars and outside events on MEL-related topics and prepare and deliver training materials related to MEL for home office and field technical staff.

Minimum Qualifications Required

  • Minimum master’s degree with significant experience in monitoring, evaluation or learning.
  • At least ten (10) years of experience working at a professional services firm or equivalent organization focusing on monitoring, evaluation and learning.
  • Knowledge of mobile data collection methods, cloud storage and data visualization is preferred.
  • Preference for overseas development experience or demonstrated understanding of contract management, technical disciplines, and client needs across home office and field project teams.
  • Ability to work in multi-disciplinary, cross-cultural team situations with excellent written, oral, and presentation skills.
  • Effectively demonstrated ability to work within a home office environment and with clients, with a record of positive collaboration.
  • Proficient at being a team leader or team member.
  • Ability to understand scope and schedule aspects of the consulting business, and demonstrated strengths in managing scope, schedule, and budget.
  • Demonstrated knowledge of USAID and other Tetra Tech clients, and proficient at marketing professional services to a client and/or proposal writing.
  • Proficiency in development of monitoring, evaluation and learning plans.
  • Demonstrated commitment to client satisfaction, through technical excellence and quality of work products.
  • Fluency in French (speaking, reading, and writing) is required.
  • Availability for 20–30% international travel.
  • Current U.S. work authorization is required at the time of application.
