Project Summary
The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs in meeting USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary
The Evaluation Team Leader (ETL) will lead a cluster outcome evaluation and report to the Field Team Leader (FTL) of MEASURE. The clusters will include numerous projects under a single or related assistance sectors and implemented by different implementing partners (IPs) on contracts or grants with various USG and non-USG agencies. This role will consist of developing the evaluation methodology and planning and designing data collection in coordination with the broader MEASURE team and evaluation team members. The ETL will participate in data collection and then analyzing the data, and developing the evaluation report. The ETL will supervise several international and local consultants as part of the evaluation team. The performance period will be over four months.
Responsibilities
- Manage the evaluation design, including research approach and methods, and the work plan in dialogue with the MEASURE FTL.
- Participate in meetings with EUR/ACE, relevant interagency partners, and IPs during the design and implementation phase.
- Supervise and coordinate the work of the evaluation team members.
- Coordinate the drafting of data collection tools with inputs from sector experts and other team members.
- Participate in data collection with other evaluation team members across Ukraine.
- Facilitate weekly check-in meetings with evaluation team members and the FTL to share information and insights.
- Supervise the drafting and finalization of the draft and final evaluation report, including responding to comments from MEASURE, EUR/ACE, interagency partners, and IPs.
- Develop and deliver reports and presentations of findings, conclusions, and recommendations.
Qualifications
- Minimum master’s degree in social science or another relevant field to the evaluation required.
- Minimum 10 years of relevant experience in monitoring and evaluation required, including experience serving as a Team Leader for major evaluations.
- Experience in quantitative and qualitative research methods for data collection and analysis, including conducting literature review/desk studies and semi-structured interviews, and experience conducting key informant interviews and group discussions is required.
- Experience leading evaluation teams, including overseeing data collection and analysis, is required.
- Experience and knowledge of assistance sectors such as the energy sector, economic development, growth or infrastructure projects, and cybersecurity would be desirable.
- Experience working in Eastern Europe and Ukraine preferred.
- Experience conducting evaluations of U.S. State Department or USAID-funded activities preferred.
- Strong client-facing communication and presentation skills, as well as advanced writing skills.
- Fluency in written and spoken English is required.
