Job description

MELE Associates maintains a contract with the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90), which works to maintain, operate, and modernize NNSA infrastructure to enable program results. NNSA’s infrastructure protects global security through unique capabilities found nowhere else in the United States. These capabilities are threatened by deteriorating facilities built during the Manhattan Project and Cold War eras. MELE Associates requires a Program Analyst to support the Office of Design and Construction (NA-92).

The Program Analyst will support NA-92 senior leadership officials with a variety of analytical and administrative management support functions. The Program Analyst will establish, coordinate, and monitor internal office activities, procedures, policies, and schedules. The Program Analyst will participate in developing, interpreting, and applying a wide range of general business and management principles and guidance for implementing the full range of NNSA and NA-92 policies, regulations, and directives; prepare annual management plans and objectives; and develop resource requirements necessary for their execution. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve policy or operational issues. The Program Analyst will perform a variety of specialized technical and analytical activities that often involve complex and/or unusual problems in support of NA-92. 

The Program Analyst position requires a dedicated, well-organized individual with initiative and creativity, and a strong interest in government affairs.  Prior experience working at another executive branch agency/department, Legislative Branch, at a non-governmental organization (NGO), or at NNSA is desirable.

ESSENTIAL FUNCTIONS:

  • Assist in the development and implementation NA-92 policies, procedures, and processes.
  • Draft memos and presentations related to office functions.
  • Conduct periodic studies and analyses of a wide range of office activities to determine the efficiency and utility of internal operating procedures.
  • Lead correspondence responsibilities, including concurrences and consolidation of comments and edits.
  • Collect and review data from various sources to determine if procedures are contributing effectively to the integration and accomplishment of missions and programs; recommend improvements.
  • Manage the daily schedule of the NA-92 Director and Deputy, ensuring the assembly and availability of all necessary information about the next day’s scheduled events, and coordinating any last-minute changes and/or modifications based on leadership’s workload, priorities, and discretion.
  • Respond to inquiries brought to leadership by members of the staff, other government officials, contractors, or the public.
  • Provide rapid-response support on time-sensitive actions and conducts basic information research and analyses to serve as the basis for key decision-making.
  • Handle special projects and prepares periodic reports or special briefings as directed.
  • Participate in preparation and coordination efforts with appropriate staff regarding organizing meetings and conferences, ensuring all materials and equipment are arranged.
  • Ensure communications documents reflect NNSA positions with regard to treatment of sensitive subjects; are consistent with leadership's intent, commitments, authority, and positions; are adequate and prepared in a style and tone preferred by the Manager; and meet standards for readability, logic, flow, and proper coordination.
  • Collaboratively work with other NA-90 professional to ensure consistent organizational practices are followed in NA-92.
  • Conduct internal management reviews and evaluations of major office activities to ensure proper program integration, conformance to NNSA and program-specific policy, and for completeness and adequacy in meeting established management goals and objectives.
  • Ensure the smooth, day-to-day operation and management of the front office workload, office procedures, and personnel resources.
  • Review and ensure documents requiring executive staff signature, coordination, or concurrence, are accurate, complete and conform with style, format, or procedural requirements and guidelines.
  • Prepare travel authorization requests and vouchers for senior leadership officials in NA-92. Coordinate with travel location on logistics, research flights, hotels, travel methods, directions.  Make judgements regarding travel schedule, offers a variety of options.
  • Establish and maintain office files and databases, including the storage and inventory of records that are consistent with records management laws and regulations.
  • Assist in the development of briefings and reports by integrating information from various existing reports and input from procurement and project analysts.
  • Develop, track, and maintain the budget for training and travel.

MINIMUM QUALIFICATIONS:

  • College Bachelor’s degree with major or specialization in related field
  • Knowledge and skill in application of principles, concepts, and practices of program analysis, to include competence in application of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
  • Knowledge of Federal and agency regulations, and of the specific organization's programs and missions as well as skill in developing guidelines and procedures.
  • Thorough knowledge of financial assistance policies and procedures and ability to independently carry out planning, programming, budgeting, and analysis activities.
  • Ability to effectively communicate, and to prepare and deliver recommendations and guidance to senior program officials.
  • Knowledge of NNSA laws, directives, policies, regulations, precedents, and national security programs.

PREFERRED QUALIFICATIONS:

  • Experience supporting congressional or federal government programs or non-governmental organization (NGO)
  • Familiarity with NNSA Management and Operating (M&O) model
  • Experience supporting congressional or federal government programs
  • Prior experience working on Capitol Hill, with an executive branch agency, or non-governmental organization (NGO)
  • Master’s Degree in political science, economics, history, or English
  • Familiarity with NNSA Management and Operations (M&O) model

LOCATION:  This is a remote position.
