The Medicare Technology Operations organization is looking for experienced, innovative and motivated leaders with strong technology engineering and cloud acumen, a strategic mindset, and demonstrated empathic collaboration. The Cloud Engineering Senior Manager will oversee a team dedicated to creating and delivering high-quality cloud solutions for our Medicare plans. To ensure future success and cultivate a sustainable and agile team, this leader will play a critical role in identifying and developing team practices, skills, and partnerships needed to achieve business and technology objectives.
Responsibilities
Technical Leadership:
- Provides engineering leadership and oversight on design, engineering and development of cloud infrastructure and applications.
- Responsible for multiple packaged applications with custom extensions and integrations.
- Partners with leadership on engineering related issues and strategies.
- Implements software engineering strategy, ensuring that it aligns with the overall business and product objectives.
- Own the frontend application development capability for our web portal solution aligned with the product vision as defined by the solution product owner.
Team Leadership:
- Leads, mentors, and manage the engineering team, fostering a culture of innovation, automation, collaboration, and excellence.
- Responsible for career development and performance management of the team members.
Project Delivery:
- Executes infrastructure projects, ensuring they are delivered on time, within budget, and meet quality standards.
- Develop solutions using TDD methodology.
- Execute project plans and application designs to ensure projects are aligned with standards and IT strategy.
Architecture and Development:
- Guide the design principles, and development processes to ensure scalable, secure, and efficient solutions, collaborating with other senior leads.
Operational Efficiency:
- Implements DevSecOps to streamline processes, tools, and workflows to optimize engineering operations and enhance productivity.
- Optimizes cloud spending and usage to ensure value from cloud investments and drives cost accountability across applications and project teams.
- Build partnerships with Medicare programs and operations, and collaborate to prioritize, design, and implement new and modified capabilities, processes, and insights supporting business objectives.
- Coordinate, delegate, and prioritize team responsibilities with clear alignment to business milestones, system processes, technology currency, compliance and audit needs, service-level agreements, and other relevant metrics, controls, and constraints.
Requirements
- Experience: Proven experience (8+ years) in a senior/lead role with infrastructure engineering and cloud infrastructure experience. Application development, security, and DevOps experience desired.
- Experience with building Infrastructure as Code using Terraform or CloudFormation is an advantage.
- Define and drive relentless improvement to processes, data, and documentation, including onboarding materials.
- Experience with working in agile teams and understood the concepts of iterative delivery, fail-early & fail-fast, continued improvements.
- Lead and innovate through change, both internal and external, with attention to emerging technology and technical debt, as well as evolving business strategy and regulatory requirements.
- Bachelor’s degree in Computer Science, Systems Engineering, or other related discipline and/or equivalent work experience.
Desirable
- Working knowledge of agile principles, and experience leading in a Scaled Agile paradigm. Medicare/Medicaid knowledge
- Experience with a cloud platform such as AWS and the services available in there to build and host the applications. Key services: S3, Lambda, CloudFront, API Gateway, DynamoDB / RDS, IAM, KMS. Experience with ECS/EKS, Docker and Kubernetes are an advantage.
- Experience with building and deploying application code and configured CI/CD pipelines using tools such as Jenkins, GitHub Actions, GitLab CI, Bamboo CI

For this position, we anticipate offering an annual salary of 141,300 - 235,500 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan.
