Project Summary
The USAID El Salvador Monitoring, Evaluation, and Learning (MEL) project will provide monitoring, evaluation, learning, and knowledge management support services to USAID operating units (OUs) in the Central America region, including USAID/El Salvador; the USAID/Central America and Mexico (CAM) regional Mission; regional bilateral Missions in Guatemala, Nicaragua, Honduras, and Mexico; and USAID/Washington-based bureaus and offices operating in Central America. These services will enhance USAID’s regional MEL capacity and evidence base to guide activity design; facilitate learning and adaptive management for USAID and its partners. This project will play a pivotal role in measuring and understanding the effectiveness and impact of USAID’s programming on the drivers and overall reduction of irregular migration to the United States.

Position Summary
The Administrative Assistant will be responsible for carrying out day-to-day organizational tasks and facilitating efficient communication across the entire project team in El Salvador. The Assistant will support El Salvador MEL project with payment, accounting, HR, recruitment, and administrative tasks. This is a part-time position funded at 12 hours per week. The position is remote and based in San Salvador.
Responsibilities
- Prepare and account for payroll, parafiscal, AFC, and any other contributions per El Salvador Labor Law.
- Support the review process of all back-up documentation for consultant’s fee invoices.
- Accounting and payment of El Salvador MEL’s invoices and/or fee invoices.
- Review and payment of Social Security contributions.
- Review and payment of tax withholdings for employees and service providers.
- Review and payment of district and national Taxes.
- Register all transactions into the local accounting systems and QuickBooks.
- Prepare and submit tax reports required by government control entities.
- Affiliate MEL full time employees and consultant into Social Security Funds.
- File administrative and financial documentation.
- Update employees and consultant’s social security affiliation if amendments are issued.
- Be the main point of contact for employees and consultants to answer questions or concerns related to tax, accounting, HR, and administrative topics.
- Provide information requested by health insurance providers, pension funds, and welfare funds.
- Support Headquarters Project Management Team with the recruitment process of consultants.
- Coordinate interviews with potential candidates.
- Gather all necessary and required information from selected candidates.
- Schedule appointments, meetings, and reservations as needed.
- Answer or transfer phone calls and take messages for select staff members.
- Maintain the office calendar.
- Write memos, correspondence, invoices, receipts, spreadsheets, and other reports as needed.
- Purchase office supplies and keep the office filing system up to date and organized.
- Work with office equipment vendors to purchase and maintain office equipment, such as printers and fax machines.
- Sort and deliver all mail and faxes.
- Provide any other general administrative support needed to maintain high functionality of the project field office.
Qualifications
- High school diploma required. Associate’s degree in business administration or accounting preferred.
- Minimum two years of experience in clerical, secretarial, accounting, and/or office work required. Experience working for USAID or other donor funded field project offices preferred.
- Proficient computer skills, including Microsoft Office required.
- Strong attention to detail, organizational, and verbal and written communication skills.
- Ability to perform tasks with minimum supervision.
- Fluency in Spanish required . Working knowledge of English required .
