Project Summary
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary
The Monitoring and Evaluation (M&E) Specialist will work with the Data Quality Assessment (DQA) Team Lead and AMELA Assignment Manager to collect data from IPs in Kabul around a set of identified indicators for each visit, including conducting interviews, reviewing and observation of the data management systems, and filling out standard DQA checklists. The M&E Specialist will work as part of an assignment team and will generally be needed to play an important role in collecting data, providing contextual and background knowledge during the assignment process, and assisting in the evaluation and report writing as necessary. The estimated level of effort for this position is up to 50 days.
Responsibilities
- Work closely with DQA Team Lead and DQA team to meet deadlines and produce high-quality DQA products.
- Review mission Performance Management Plan (PMP), Performance Indicator Reference Sheet (PIRS ), and definitions for each indicator.
- Review activity Monitoring, Evaluation, Learning Plans (AMELPs), progress reports, work plans, and activity descriptions for each selected IP.
- Review data storage facilities.
- Review data hardware and software records are available for each IP at head offices and field offices.
- Review data collection methods and tools are being used at the field level.
- Review Third Party Monitoring (TPM) reports for activities reporting indicators selected for the DQA.
- Prepare individual checklists for indicators per activity based on document review and data collection at remote and/or in-person site visits with IP staff.
- Conduct or assist in conducting remote or in-person interviews with IP staff.
- Ensure field verification visits are scheduled where appropriate to assess the validity, reliability, timeliness, precision, and integrity of the data collected by USAID projects reporting data for the selected indicators.
- Assist in developing methodologies for checking and revalidating the data under the selected indicators reported by partners.
- Assist in translation tasks as needed.
- Provide technical analysis, information, and guidance during all assessment phases as required.
- Perform additional relevant duties as prescribed by the Team Leader and AMELA management.
Qualifications
- Bachelor’s degree in international development or a relevant field is required.
- Minimum three years of experience in a relevant field is required. Experience working in USAID-funded activities is preferred.
- Experience assisting DQA teams.
- Experience working in Afghanistan preferred.
- Professional written and verbal proficiency in English required.
