ICF seeks a Grantee Specialist (GS) Manager for the Region II Head Start Training and Technical Assistance network. The GS Manager will supervise a team of home-based Grantee Specialists (GS) and implement a comprehensive system of quality assurance that promotes the provision of effective training and technical assistance to Head Start and Early Head Start grantees and ensures timely and accurate contract deliverables. As part of this system, the GS Manager will develop professional development plans for GS and HS Specialists and support the expansion of their expertise through observation, reflective supervision, professional development, and coaching. The Grantee Specialist Manager position is supervised by the Training and Technical Assistance Coordinator (TTAC). At the direction of the TTAC the GS Manager will work closely with the Regional Office on short, intermediate, and long-term planning in accordance with OHS Central and Regional Office priorities and participate in national and regional meetings with the ACF Regional Program Manager (RPM) the COR, ACF program and grants staff, and state level early childhood systems partners.
This position is home-based in one of the Region II states ( New York, New Jersey, Puerto Rico, US Virgin Island ). Travel is required to fulfill the requirements of the position.
Key Responsibilities:
- The Grantee Specialist Manager shall provide the following in-person or virtually as determined by the TTAC, COR and regional office leadership.
- Actively engage with the TTA management team to plan and implement management systems and structures and quality assurance strategies.
- Implement a comprehensive system of quality assurance for TTA to grantees and contract deliverables related to the work of Grantee Specialists and Health Specialist.
- Provide effective and timely ongoing oversight and coaching to Grantee Specialists and Health Specialist.
- Develop and implement professional development for Grantee Specialists and Health Specialist to increase their capability to deliver TA that increases program capacity, supports grantees in developing strong management systems, and strengthens grantee corrective action efforts.
- Promote ongoing communication and relationships through listening, offering encouragement, and professional support.
- Communicate with Regional Office staff to ensure coordinated support, messaging, and prioritization of technical assistance to grantees with monitoring findings, management systems concern, under-enrollment, and other risk factors identified by the Regional Office.
- Conduct at least two observations of the Grantee Specialists and Health Specialist in each performance period to assess quality of TTA provided and determine professional development needs.
- Implement TTA data aggregation, analysis, and reporting processes that inform and improve the quality and responsiveness of Grantee and Health Specialists TTA services and improve coordination with state, regional and national priorities.
- Participate in national and regional briefings as well as other regional office meetings as requested by OHS.
- Provide direct TTA to grantees, as requested by the Regional Office.
- Support emerging OHS initiatives and priorities.
Basic Qualifications:
- A minimum of a BA or BS Degree from an accredited university or college.
- If the highest degree was awarded more than ten years ago, the resume should specifically detail courses, conferences, seminars attended or relevant work experience.
- 7+ years’ experience that includes at least three years with the provision of technical assistance to HS/EHS programs related to management and fiscal systems.
- 3+ years of progressive supervision/management and staff development with experience managing remote-located staff preferred.
- Must have valid driver's license and successfully pass a Motor Vehicle Records (MVR) check. (REQUIRED)
Professional Qualifications:
- Experience developing, implementing, and managing quality assurance systems.
- Experience working with a management team for planning, and project leadership.
- Experience analyzing, aggregating, and presenting data gathered from multiple sources.
- Experience communicating, both orally and in writing, to various audiences.
- Experience providing professional development.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$76,848.00 - $130,642.00
