Job description

We seek an experienced Subcontract Department Manager to lead subcontracting operations within our contracts department. This high-priority role will focus on managing subcontract staff, ensuring compliance with federal regulations, and maintaining up-to-date and compliant templates and procedures. The ideal candidate will possess strong leadership skills, extensive knowledge of federal government contracting subcontracting policies, and the ability to navigate complex negotiations. This position can be performed remotely, hybrid remote/office, or in the office. Note that most staff work remotely.

Job Description:
  • Leadership and Guidance: Oversee and mentor staff, providing direction on best practices and compliance standards, and leading/developing internal subcontracting training
  • Manage staff workflow
  • Look for opportunities to maximize efficiency
  • Policy Management: Ensure all subcontracting policies, procedures, and templates are current and compliant with federal regulations and Contractor Purchasing System Review (CPSR) requirements
  • Prior experience with CPSRs is a plus
  • Regulatory Compliance: Stay abreast of changes in federal regulations and implement necessary adjustments to maintain compliance
  • Ensure compliance with any state or local requirements for subcontracting under non-federal contracts
  • Collaboration: Work closely with ERG departments such as human resources, legal, and accounting to ensure ERG’s subcontracting policies and documents comply with requirements
  • Work with ERG’s Small Business Liaison Officer to promote and facilitate subcontracting opportunities with small businesses
  • Staff Support: Provide expert advice and guidance to staff regarding subcontracting processes and compliance issues
  • Negotiation: Take the lead in difficult subcontract negotiations to achieve favorable outcomes for the organization
  • Audit Coordination: Serve as the primary point of contact for audits related to subcontracting, ensuring all documentation and processes are in order

  • Job Description:
  • Bachelor’s degree
  • Concentration in Business Administration, Contract Management, or a related field is preferred
  • 15+ years of experience in federal government subcontract management
  • In-depth knowledge of federal contracting regulations, including FAR/DFARS
  • Knowledge of US EPA regulations, as well as subcontracting under commercial and state agreements, is a plus
  • Proven leadership and mentorship experience, with the ability to guide and develop a team
  • Exceptional negotiation skills and experience handling complex subcontracting agreements
  • Strong analytical skills and attention to detail, with the ability to manage multiple priorities effectively
  • Excellent communication and interpersonal skills, capable of building relationships with internal teams and external partners
