Senior Program Manager – EBD DI
Location: Remote based out of Southern California

ICF is adding staff to its Southern California energy practice to support the proposed California Energy Commission’s Equitable Building Decarbonization Direct Install award. This extensive award will accele ate residential building decarbonization efforts in low-income communities across Southern California’s six-county region. We are currently seeking a Senior Program Manager to provide critical project management services for the California Energy Commission’s Equitable Building Decarbonization Direct Install Program and will utilize the award funds to manage the overall installation program of energy-efficient electric appliances, measures, and upgrades to low-income households living in single-family, multifamily, and manufactured homes in under resourced communities.

What you will be doing:
- Develop and manage comprehensive project plans, timelines, budgets, resource allocation, and risk assessments.
- Manage cross-functional teams including community outreach partners, community energy partners, regional area coordinators, technicians, contractors, and suppliers.
- Build and maintain strong relationships with internal and external stakeholders, including clients, regulatory agencies, and community groups.
- Ensure that the project is executed in accordance with technical specifications, industry standards, and regulatory requirements.
- Track and report program status to ICF management and to the client.
- Continue to enhance and expand ICF’s energy practice throughout California.
- Prioritize program activities as necessary to meet performance goals.
- Demonstrate quality work, passion for what we do, and high ethical standards.
- Be a strong communicator and build a culture of no surprises.
- Promote an inclusive culture of transparency, accountability, and collaboration.
Basic Qualifications:
- Bachelor’s degree (concentration in Environmental Science, Energy Resources, Policy, Engineering a plus, or related field).
- 8+ years of program management experience in an energy or energy related field (experience developing, designing, and managing successful energy efficiency programs a plus).
What we would like you to have:
- Experience with residential energy efficiency direct installation programs in California
- Experience with residential end-user characteristics and markets
- Familiarity and experience with energy efficiency measures
- Experience leading and managing cross functional teams of professionals.
- Experience working with residential stakeholders such as builders, architects, raters, mechanical, plumbing, and electrical contractors.
- Familiarity with California legislative/regulatory energy policy for the residential sector
- Knowledge of sustainable construction practices and governing codes and standards

- Excellent verbal, interpersonal and written communication skills
- Strong analytical, problem-solving, and decision-making capabilities
- Proven ability to develop, manage and meet client expectations.
- Excellent time management skills that allow for success in a results-focused environment
- Ability to work with all levels of internal staff, as well as outside clients and vendors.
- Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for senior management team.
- Ability to manage multiple priorities.
- Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Project)
- PMP certification preferred but not required.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$116,605.00 - $198,228.00
