Job Description Summary:
This position is responsible for leading loan reviews which analyze and evaluate the Bank’s commercial lending, commercial real estate and/or residential construction loan portfolios. As well as loan administration of each of these lending units from a risk management perspective. With a specific emphasis on assessing portfolio data and drawing risk based samples that are statistically representative of key risk components within the target portfolio. Responsibilities also include assessing the accuracy of risk ratings within the portfolio, adherence to underwriting and credit policy standards, and portfolio administration and monitoring requirements. Incumbents evaluate complex financial statements and loan transactions with minimal supervision, including reviewing appraisals on real estate related loan. As a senior review officer, responsibilities include the assimilation of data and review findings which are communicated to management and the Board of Directors.
Job Details:
PRIMARY FUNCTIONS:
- Contributes as needed to the annual review of Loan Review Policy and Procedures including updates that reflect changes in regulatory guidance and current industry best practices.
- Assists as needed in the annual assessment of credit risk within the Bank as part of the formulation of the Loan Review Plan for the coming year.
- Maintains understanding of Bank's credit policies and procedures and is knowledgeable of current relevant regulatory guidance and industry best practices.
- Responsible for managing the completion of loan reviews of the Commercial Lending, Residential Construction and/or Commercial Real Estate lending units. This includes, in whole or in part, determining review scope, drawing a risk based sample, and managing the work flow process for completion of the review within the timeframe outlined in the Loan Review Plan. Depending on the size and scope of the review, responsibilities may include assisting in the file review process, completing line sheets, identifying key credit risks or material weaknesses in loans reviewed and contributing to the final Loan Review Report as appropriate.
- Reviews and quantifies the information and conclusions in the line sheets, coaching the review officers on timely and appropriate completion issues as they arise, determines whether the objectives of the Scope have been achieved, and directs meetings with Management and key department personnel to communicate and discuss the review findings.
- Tracks the review results efficiently by borrower and by issue and organizes the presentation of key findings to Business Unit personnel in interim review meetings as well as the Pre-Exit meeting.
- Prepares and presents Loan Review Reports to Management and the Board of Directors Manages the tracking of Open Issues remediation to Loan Review recommendations and reporting monthly to the Loan Review Manager.
- Attends Bank Loan Committee and Board Credit Committee meetings
Analyze Credit Risk
- Evaluates loans in the sample to ensure they meet credit and underwriting standards.
- Confirms that loans are properly structured including appropriate covenants, adequate controls, loan terms and maturity, payment frequency, and policy exceptions identified.
- Evaluates borrowers to determine repayment capacity under contractual terms. This includes analyzing financial statements, property cash-flows, budgets and projections, and relevant market sales trends.
- Analyze relevant industry standards and borrower’s performance relative to their peers, using tools such as the SBA statement studies comparisons. Performs as needed more in-depth industry assessments utilizing internal and external resources.
- Assess the accuracy and timeliness of risk ratings assigned by underwriters, lending officers, management and loan approvers. This includes identification of interrelated credit risk components (risk layering).
- Confirms the accuracy of accrual status and and/or the ASC 310-10-35 analysis (formally FAS 114).
Evaluate Portfolio Oversight
- Reviews loan monitoring and covenant calculation to ensure that portfolio loans are managed according the terms.
- Maintains a detailed knowledge of documentation and lien perfection including UCC law and real estate documentation Reviews documentation to determine that loans are documented per the terms of approval and that documents are consistent with relevant laws and regulations.
- Evaluates whether collateral values are current, properly analyzed and sufficiently support the loan including borrowing base certificates, equipment, real estate and leasehold improvements.
- Demonstrates a thorough knowledge of Appraisal, Appraisal Review and Environmental policies and regulations and evaluates lending unit’s to them.
- Assists in the development of new/improved credit risk practices. This includes performing special research projects and presentation of findings.
QUALIFICATIONS:
- Bachelor’s Degree in business, finance or equivalent education and work experience.
- Minimum 7 years’ experience in loan review, underwriting or commercial credit analysis.
- A strong working knowledge of current loan review processes, loan classifications, risk management techniques and regulatory guidance on lending required. Must have a general knowledge of federal and state laws and regulations governing credit administration functions and experience in developing credit policies and procedures.
- Credit underwriting or analysis experience in the following lending areas: C & I, investor real estate and/or residential construction lending principals and loan structures, with demonstrated abilities in analyzing complex financial statements, property cash-flows, budgets and projections, and relevant market trends to determine the borrower’s financial condition and repayment capacity.
- Strong knowledge of commercial appraisal methodology with the ability to evaluate whether collateral is properly analyzed including borrowing base certificates, equipment, real estate and/or leasehold improvements.
- Strong written and verbal communication skills.
- Self-starter with the demonstrated ability to work independently and maintain objectivity in assessments, accurate and dependable in completing responsibilities with strong attention to detail, good organizational skills and able to work within deadlines.
- Demonstrated high level of personal integrity, judgment and ability to handle confidential information.
- Proficiency using MS office suite with particular expertise using Excel for data analysis.
