BACKGROUND

LISC is a national non-profit organization that provides financial and technical assistance (TA) to community development organizations and their local partners that are working to improve housing and economic conditions in lower-income communities across the country. LISC seeks a qualified candidate for the position of Program Officer (PO) to be part of the Government Investments and Technical Assistance team. The candidate will be able to provide technical assistance to HUD grantees and municipalities through HUD’s Community Compass and Distressed Cities Technical Assistance programs.

 

KEY RESPONSIBILTIES

At the direction of the Director, the PO will work closely with a broad spectrum of LISC team members, LISC affiliate staff, consultants, HUD staff and grantees, and municipal staff. The TA will be subject to HUD’s Community Compass and Distressed Cities TA programs. The candidate will play a key role to drive the success of LISC’s government TA, disaster recovery, and resilience programming, The Program Officer’s essential responsibilities will be the following:

 

  • Support the Director and Senior Program Officers with day-to-day management of HUD technical assistance work plans.
  • Working knowledge of HUD: Community Planning and Development’s programs including but not limited to CDBG; CDBG-DR; CDBG-CV; ESG; HOME; and Rural Capacity Building; Federal Housing Administration; and Public and Indian Housing.
  • Working knowledge of Federal Cross-Cutting Requirements. 
  • Familiarity with HUD systems such as the TA Portal, IDIS, and DRGR.
  • A proven record of accomplishment of excellent service delivery to clients.
  • Support on LISC TA teams to provide programmatic subject matter expertise on key federal programs within politically charged or otherwise challenging environments.
  • Maintaining abreast of policy, regulatory, and best practices in HUD TA and disaster recovery.
  • Represent LISC at events, convenings, and conferences.
  • Maintain strong internal and external relationships, especially with HUD.

 

QUALIFICATIONS

  • Bachelor’s degree or higher from accredited college or university or relevant related work experience.
  • Minimum 3 years of experience in community development sector.
  • Strong interpersonal skills.  Demonstrates thorough understanding of program requirements while also demonstrating an understanding of clients’ challenges and opportunities.
  • Experience with HUD’s CPD programs.
  • Experience designing, implementing, and evaluating housing and community development programs with federal, state, local, and private sector entities.
  • Experience conducting needs assessments, in-person trainings, webinars.
  • Experience with monitoring and compliance on federal grants.
  • Experience delivering onsite and remote TA assistance and managing HUD TA teams.
  • Excellent writing and verbal communication.
  • Adept at using technology to facilitate meetings and events.
  • Bi-lingual in written and oral Spanish strongly preferred.

LISC offers a competitive salary of $62,300-$77,900 commensurate with experience and location and excellent fringe benefits.
