Summary

As a Program Specialist at the GS-0301-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for If selected, you will be responsible for the development, testing, deployment, and enhancement of web-based systems that support HI programs.

Duties

Lead and/or assist in the development, enhancement, and maintenance of systems supporting HI program operations, including insurer applications for participation, Open Season, contract management, and disputed claims processes.Write and review proposals, statements of work, functional requirements documentation, and technical documents packages concerning HI systems for accuracy and completeness.Serve as leader or subject matter expert for special projects or cross-functional teams.Establish and maintain relationships with key stakeholders to ensure systems meet their needs and organizational goals are achieved.Develop and support operational policy.Maintain overall knowledge of project status, including resource requirements, keep management apprised, and recommend appropriate courses of action to ensure project success.

Requiremennts

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration) Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period This position is eligible for inclusion in the bargaining unit. if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32. if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.

Qualifications

For the GS 14: You must have 1 year (52 weeks) of experience equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service that demonstrates ALL of the following: Serving as product owner, project lead, or Scrum Master in the design and development of business rules and web-based systems requirements using an Agile methodology; Identifying and implementing business process improvements; Working closely with stakeholders on programmatic/operational requirements; AND Making recommendations to leadership concerning issues affecting Healthcare and Insurance (HI) programs. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
