Job Overview:

We are seeking a highly experienced Medicaid Testing Lead with a focus on the Enterprise Data Warehouse (EDW) module to provide leadership and expertise in testing activities for a state Medicaid Management Information System (MMIS) modernization effort. This role will operate within the broader state Medicaid Enterprise Systems (MES) Modernization Program, with responsibilities under the Testing Center of Excellence (TCOE) framework. The Testing Lead will ensure seamless testing coordination, quality assurance, and collaboration across various modular contractors involved in the project, focusing on data integration, transformation, and reporting through the Snowflake-based EDW module.

Responsibilities:

  • Lead and manage testing efforts for the Enterprise Data Warehouse (EDW) module, built on Snowflake, ensuring alignment with state Medicaid Modernization Program goals and Enterprise Quality Program (EQP) standards
  • Collaborate with the Testing Center of Excellence (TCOE) to support centralized test management across multiple modules and contractors
  • Develop and execute comprehensive test plans, strategies, and cases, with a focus on System Integration Testing (SIT), End-to-End (E2E) testing, and User Acceptance Testing (UAT) for the Snowflake EDW module
  • Design and implement test cases for data validation, data transformation, data integration, and data quality within Snowflake
  • Coordinate closely with module contractors to ensure testing activities align with overall program requirements, standards, and federal/state Medicaid regulations
  • Monitor and report on testing progress, risks, and issues to program administrators, ensuring transparency and supporting informed decision-making
  • Ensure critical bugs and defects in data processing, transformation, and reporting are identified, tracked, and resolved in a timely manner before moving to production, escalating issues to the Agency as needed
  • Implement risk-based testing strategies, including regression testing, to ensure the stability and performance of the Snowflake EDW module
  • Collaborate with development teams and other module leads to ensure seamless integration of the EDW module with other MES modules
  • Facilitate UAT with stakeholders, including the Agency and providers, ensuring the EDW module meets business and regulatory requirements
  • Mentor and guide junior testers within the TCOE framework, promoting best practices and adherence to standards, especially in the Snowflake environment

Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, or a related field
  • 7+ years of experience in Medicaid systems testing, with specific expertise in data warehouse modules, data integration, and ETL processes
  • Strong experience with Snowflake or similar cloud-based data warehousing technologies
  • Experience working within a Medicaid Enterprise Systems (MES) modernization program or similar large-scale Medicaid projects
  • Proven experience leading testing efforts for complex Medicaid MMIS projects, including coordination across multiple contractors and modules
  • Strong knowledge of CMS regulations and CMS certification processes for Medicaid programs
  • Proficiency in using testing tools (e.g., HP ALM, Jira, Selenium) and defect tracking systems
  • Excellent communication, leadership, and collaboration skills, with experience working within a Testing Center of Excellence (TCOE) or similar centralized testing model
  • Ability to work independently and handle multiple testing projects simultaneously
  • Strong understanding of System Integration Testing (SIT), End-to-End (E2E) testing, and User Acceptance Testing (UAT) methodologies
  • Familiarity with SQL and data validation testing in a Snowflake environment, including the ability to validate ETL jobs, data pipelines, and reporting outputs

Preferred:

  • Experience working on Medicaid modernization projects within a modular architecture framework
  • Certification in quality testing, such as ISTQB or CSTE
