Supply Chain Compliance Lead

Nightwing is seeking a Supply Chain Compliance Lead to join its Contracts & Supply Chain organization. This individual will report to the Associate Director, Business Systems & Compliance and will serve as the main point of contact to direct compliance issues for investigation and resolution, ensuring compliance to all FAR / DFARS requirements and Nightwing policies and procedures across multiple Business Units. Responsibilities:

Develop an approved Purchasing System for Nightwing

Lead purchasing system internal & external audits, including CPSR, MMAS, Incurred Cost, Foreign Corrupt Practices Act (FCPA) surveillance and semi-annual post award audits, Quality Management System (QMS), Procurement Card exception approval and surveillance audits, Training and buyer support, National Quality Assurance (NQA) audit support, DCAA RFI support, Service Entry audits (Sarbanes Oxley requirement), Command Media maintenance, Change Control Board (CCB) lead/support, Regulatory support (ensure command media and buying community understands all FAR/DFARS Regulations/updates), Federal Funding Accountability and Transparency Act (FFATA) support, Commercial Item Determination (CID) review & approval, TINA compliance

Support efforts around capacity-building and ensuring that contract related tools and templates meet regulatory requirements.

Direct compliance reviews/audits of HQ and field offices, as well as working in collaboration with other internal or external programmatic or financial audits.

Assist when required in the preparation and/or review of cost proposals for new awards or modifications to existing projects submitted by EAI to clients.

Lead working groups focused on Supply Chain current events, issues, FAR/DFARS updates and ensuring Command Media and Terms & Conditions alignment with associated updates

Qualifications:

Must have an Active Security Clearance – Secret or above 

10+ years of applicable work experience with Government Acquisition (Subcontracts / Procurement) or related field

Experience working with Program staff in reviewing program operations to ensure the highest levels of compliance are maintained, including procurement policies, procurement selection guidance, compliance standards for program management, agreements review and negotiation process, sub-award management process, review of start-up and close out procedures, and other materials as applicable; participates in meetings as required with staff to assist in identifying and supporting any outstanding compliance issues.

Experience conducting acquisition transaction audits & approvals, including Pre and Post Award audits (and associated metrics), Purchase Orders, Change Orders, Long Term Agreements, Letter Subcontracts, Authorization to Proceed, and others

Sound leadership, problem solving and critical thinking skills, ability to exercise autonomous judgment and manage complexity and ambiguity

Experience executing Cost Type, Incentive Type, Firm Fixed contracts

Expert knowledge of acquisition processes and experience with audit preparation (specifically for a CPSR)

Proven ability to successfully manage across multiple geographic locations and lead a diverse team with impact

Expert understanding of Government FAR/DFARS Regulations, Public Law, Import/Export requirements, and acquisition processes

Proven ability to be an Influential communicator to achieve buy in for new ideas

Possess excellent written and verbal communications skills

Demonstrated excellent project management skills and ability to convert customer requirements into executable Supply Chain strategies; Ability to develop and implement project plans within budget and schedule constraints

Proven ability to be a role model for open and honest communications

Demonstrated trust and respect for peers and teammates

Comprehensive knowledge of Microsoft programs (excel, power point, MS project, etc);

Knowledge of applicable Federal government circulars, state and local regulations, in particular regulations governing USAID and US Department of State cooperative agreements, grants and contracts;

Experience reviewing and ensuring 15-2 compliant proposals

Experience conducting internal investigations;

Experience in the development of cost/financial proposals/modifications

Educational Requirements:

Requires broad management and leadership knowledge to lead project teams.

Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience

Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
