General Experience

At least 12 years ofrelevant industry experience inthe discipline is required.

Specialized Experience

At least ten years ofcombined new and related older technical experience in the IT field directly related to the required area of expertise.

Preferred Experience

Certified Project ManagementProfessional by the Project Management Institute required b)

Experience With The CCATS Application Required C)

Excellent verbal and written communication skills required d)

Prior experience preparingand delivering informative, well-organizedpresentations.

Duties

Expertise in information technology,particularly in Child Care. Requires expertise in the formulation of specifications and the execution of technical initiatives in vertical areas. Defines requirements, performs analyses, and develops plans and requirements for systems. Provides technical and administrative guidance and expertise for personnel performing software development tasks related to Child Care management. Must be able to coordinate with theProgram/Project Manager and stakeholdersto ensure problem solution and user satisfaction. Makes recommendations, if needed, for approval of major systems requirements related to Child Caremanagement. Provide guidance ininterpreting, applying, and implementingapplicable laws, regulations, policies, and procedures.

Responsibilities

  • Oversee planning, developmentand operation of the modernizedchildcare tracking system.
  • Evaluates complex situationsaccurately and identifies viablesolutions that create successful outcomes.
  • Develops and maintainslessons-learned inputs in theproject repository for utilizationon future projects.
  • Monitors daily systemoperations to plan, anticipateand prevent problems and to direct immediate corrective action when issues arise.
  • Provides both verbaland written communications regardingproject status, risks, and issues, and makes recommendations on project decisions to DEC point of contact.
  • Manages allocation of resources within the program(s)to meet work fluctuations and budget and time constraints in the delivery process.
  • Serves as subjectmatter expert, providing technicaland analytical guidance to the program and project teams
  • Use agile projectmanagement methods, such as Scaled Agile, to prioritize, define, execute and deliver system enhancements and corrections.
  • Manage the systemengineering workload to assignpriorities and track work through delivery.
  • Coordinate with themultiple state agencies (ex. the Department of Human Servicesto ensure optimal use of the MD Think platform).
  • Lead team in identifying the root cause ofproblems and implementing durablesolutions.
  • Coordinate task assignment and system quality for all teams supporting the system including security, networking, hosting, system administration, database administration, level 2 help desk, development,testing, and implementation andother technical specialties asneeded to deliver system services.
  • Approve the deploymentof code release packages for user acceptance test, trainingand production environments.
  • Conduct weekly statuscalls with the internal and contractor teams to communicateobjectives, monitor progress, and resolve issues.
  • Works with theDivision to provide support and coordination and to ensureseamless adoption of the new system and business processes.
  • Assist with managingcontracts and vendors assignedto delegated initiatives includedin the assigned projects.
  • Co-Facilitate monthly meetings of the Program AdvisoryCommittee (PAC)
