We are looking for Project Controls Specialist. The Project Controls Specialist oversees and supports the risks and processes associated with delivering ENMAX Power Delivery’s capital plan. This position is accountable for overall program performance and will require direct project support in alignment with other work areas.
Projects and programs vary in complexity and require strong leadership and project management and project controls skills. The scope of work may include any project type, such as distribution, substations, transmission, network and may be internally or externally driven.
Major Responsibilities:
Responsible for alignment of schedule management, cost management and earned value management at a project and portfolio level as a cost specialist.
Ensure and coordinate with Project Cost Control Analysts the consistent delivery of integrated project costs and schedules for engineering/design, procurement, construction, and commissioning/closeout
Take proactive steps to monitor, control and report on progress metrics in comparison with the baseline budget and schedule at a project and portfolio level and report on any deviation.
Prepare recommendations for remedial action where deviations occur, include trends in the forecast, or develop a mitigation program or corrective measures.
Cost control & reporting for assigned suite of projects as well as overall program including consolidated project cost incurred, forecast, contingency draw down, change log, cash flow curves, cost and schedule variance, and overall project and program stewardship.
Liaise with project teams to ensure the correct utilization of the project control systems based on project specific requirements and Project Management guidelines.
Manage internal Change Management reporting of all project exposures pending, approved and rejected.
Provide recommendations and manage changes to baseline estimates and new forecasted dates/performance.
Interface with project team to develop project forecasts and analyze project schedule and costs for Earned Value (EV).
Participate in cost and schedule risk assessment.
Prepare and analyze cost reports to ensure original commitments, cost to date and cost to complete and any variances are accurately reported on a timely basis and coordinate with Project Cost Control Analysts to align overall program.
Implement financial controls including controlling authorizations of expenditure and cash flow projections.
Track and coordinate project and program progress from a cost and schedule perspective.
Perform thorough QA/QC on all deliverables.
Responsible for participating in RFP and bid review process by providing input in the schedule and cost development
Support and determine development, implementation, maintenance and continuous improvement of standards, processes, tools and procedures.
Develop, Manage and coordinate with all stakeholders for project metrics and KPI's for the assigned portfolio.
Mentor, train and onboard Project Control Analysts to the program becoming an indirect leader of the portfolio.
Present progress report to management with support of project manager.
Align processes and templates with all business decisions and portfolios and coordinate with other specialists.
Education Required:
Qualifications & Experience:
10+ years’ senior project controls experience with construction projects (Planning & Scheduling, Cost Control, Estimating with a priority on Cost).
Full understanding of project life cycle - EPC, EPCC, EPCM across a broad range of projects.
Experience in Utilities or other regulated business models is considered an asset.
Advanced knowledge of Project Controls principals, practices and procedures for both cost and schedule.
Experience with Project Controls Systems for integration of cost and schedule with software programs such as MAXIMO, InEight, Primavera (P6) or other cost and scheduling tools
Data analysis experience.
Strong computer skills including MS Office (Word, Excel, Access, Project), PowerBI, data base programming an asset
Project Management, and cost engineering best practices training

Salary: Analyst Level D (Current CUPE 2024 rates)
$112,719.52, $119,781.84, $126,824.33, $133,866.82, $140,909.31
Location: This role will be part of our hybrid (home and office) work force with office workspace located at ENMAX Place (141 - 50th Avenue SE, Calgary, AB). You will work from home on Mondays and Fridays and in the office on Tuesday, Wednesday, and Thursday.
