About the Role – Who You’ll Work With
The Continuous Improvement Information Systems Lead will report directly to the Program Manager. The Contractor shall provide a Continuous Improvement Project Lead who shall be responsible for all contractor work performed, (O&M) as well as system enhancements, on the FEMA Continuous Improvement Information System. The Project Lead shall be the single point of contact for the Government’s/Contractor’s Continuous Improvement Project Team and shall manage all contractor staff who work on the Continuous Improvement Information System.

Your subject matter expertise in emergency management, FEMA policies and processes, working with state and local emergency management agencies, and overseeing continual improvement initiatives will assist FEMA in providing timely continuous improvement support for disasters and achieve its continuous program objectives (1) Support the Agency’s fulfillment of the PKEMRA requirement to ensure disaster operations are analyzed, information is captured, and long-term analysis can occur through support to CIP’s readiness and disaster operations support; (2) Create a broader culture of continuous improvement within FEMA by providing resources to field, Regional, and headquarters leaders to assess and implement projects on disasters that lead to greater efficiency and effectiveness in program delivery to survivors and jurisdictions; and (3) Continue the transition of FEMA’s Continuous Improvement Program to real-time identification and solutions to problems experienced in operations, and inform the FEMA’s priorities for preparedness, readiness, and future disaster operations.
What You’ll Do
Oversee all system-based requirements for the Continuous Improvement Information System (CIIS) including the ongoing design, development, and maintenance & operations.
Collaborate with Federal Staff charged with oversight of the CIIS to ensure compliance with requirements & design.
Maintain industry standard project management and requirements tracking capabilities.
Support the design, development, implementation, tracking, testing, and evaluation of system development/maintenance requirements for the Continuous Improvement Program in Microsoft Power Platform and Microsoft Power Apps, or other similar DHS and FEMA approved systems.
Provide Technical Support and training for stakeholders on data collection systems, including the development of user guides, job aids, and related capability building products, as required by the Government.
Maintain staff capability for advanced system design, development, operations and maintenance for data collection, analysis, reporting, visualization, and decision-making.
Prepare data sets and develop dashboards, as needed, for display on websites
Assist with the development of collaboration websites in Microsoft SharePoint, Microsoft Teams, or similar platforms
Maintain expertise and provide consultation on new and emerging technologies, industry best practices, and system architecture concepts including machine learning and AI.
Minimum Qualifications & Skills
Minimum of 12 years recent experience overseeing systems design, development, maintenance, and operations in Microsoft Power Platform or Power Apps, or similar canvas or model-driven applications.
Minimum of 8 years managing contract teams of +5 staff and working with clients or stakeholders on projects.
Minimum of 8 years collaborating with stakeholders on projects requiring coordination with and concurrence of multiple parties.
Demonstrated ability to manage multiple, complex, time-critical support activities simultaneously, including analysis and data collection.
Undergraduate degree required.
Must possess strong computer skills in MS Office, including Excel, Word, Teams.
Ability to type 45 wpm.
The Work Environment
This is a remote opportunity where occasional travel may be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.
Work Schedule
The Program Manager must be available to the Government via phone and email between the hours of 8:00 A.M EST to 5:00 P.M. EST, Monday through Friday. For disaster response situations, the Project Manager and/or their designee must be able to be reached by FEMA 24/7.
Conditions of Employment
Complete a Drug Test.
Be at least 21 years of age.
Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.
Available to travel as necessary.
Security Clearance/Background Check Requirements
Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.
Must be a U.S Citizen or Permanent Resident
Residency requirement - 3 consecutive years in the last 5 years

Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.
Climbing/Stooping/Kneeling: 10% of the time.
Lifting/Pulling/Pushing: 10% of the time.
Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 35% of the time.
Sitting: Sitting for prolonged and extended periods of time.
