In San Francisco, Homebridge provides nearly 1/2 million hours of in-home care to more than 1,000 complexly-diagnosed IHSS MediCAL beneficiaries each year, with a staff of more than 300 caregivers. The agency is also the major provider of training courseware to IHSS Career Pathways, a statewide program for government-funded in-home caregivers.

Position Summary

The Human Resources Generalist II (HRG2) supports a defined team of Managers, Care Supervisors and Home Care Professionals (unionized workforce) by managing the day-to-day human resources activities for this group. Areas of responsibility include, new hire orientation, employee and labor relations, administering benefits, initial documentation of Workers’ Compensation and leaves of absence, terminations, and training and development.

Essential Job Functions
  • Provides human resources services including employee relations, compensation, employee benefits, worker’ compensation, leave of absence management, training and development, and compliance with state and federal regulations and laws
  • Interprets and reviews Employee Handbooks and Collective Bargaining Agreement to ensure compliance; provides advice and assistance to managers and staff with questions on P&Ps
  • Consults with managers on employee relations issues including disciplinary and termination actions, harassment allegations, and employee complaints; participates in performance management process as needed
  • Conducts investigations into employee allegation of misconduct or any alleged discriminatory, harassing or hostile behavior and documents the findings, while communicating with the Union if related to our Home Care Professional workforce
  • Prepares all termination paperwork including request for final check, COBRA packet, HRIS administration, and conducts the exit interview
  • Administers all aspects of employee benefits, including open enrollment, enrollment processing, HRIS, monthly billing reconciliation, and preparing communication materials for Home Care Professionals and Administrative staff; responds to questions on benefits in a timely manner
  • Responsible for records management including the audit of personnel files; maintains complete records for the Agency from creation of the personnel file in compliance with established guidelines; coordinates access to records internally and outside of the organization to ensure confidentiality, and data privacy
  • Prepares reports for the Union, City & County of San Francisco, State of California, and other entities as required
  • Maintains confidentiality in accordance with Agency policy and legal requirements
  • Other assignments and projects as assigned
Knowledge, Skills and Abilities
  • Human Resources: In-depth content knowledge of state and federal statutes and regulations including but not limited to applicable wage and hour laws, regulations related to COBRA, ERISA, FMLA, EEO, ADA and Workers’ Compensation

  • Proficiency in Software: Proficient in Microsoft Office Suite, ADP Workforce Now and Zendesk, with the ability to learn new systems quickly
Education and Experience

A bachelor’s degree in human resource administration or human resource management is highly preferred, with at least 2 years of progressive HR experience, including labor relations.

Work Environment 

This position is hybrid-remote, including at least 1-3 times in-office work per week. This position is primarily sedentary, working at a desk in a temperature-controlled office, in modular office space or an individual office. The noise level in the work environment is usually moderate.

San Francisco Pay Range
$74,318$77,459 USD
