Primary Purpose Of Organizational Unit

Established in 1985 by Frank Hawkins Kenan, the Kenan Institute of Private Enterprise is a nonpartisan business policy think tank affiliated with the UNC Kenan-Flagler Business School. The nonprofit institute and its affiliated centers convene leaders from the private sector, academic community and government to build a greater understanding of how entrepreneurship, economic development and global commerce can work for the public good. The institute leverages best-in-class research to develop market-based solutions to today’s most complex economic challenges. In doing so, the institute aims to support businesses and policies that better the lives of people in North Carolina, across the country and around the world.

Position Summary

NCGrowth is a national center building an economy with opportunities for all to prosper. We provide technical assistance to businesses, governments, and other organizations to create good jobs and new wealth in economically distressed communities. We produce applied research and develop innovative policies that promote equitable development. We host unique, cross-sector convenings and workshops to bring together diverse perspectives. With staff in North Carolina, South Carolina, and Washington, DC, our work and thought leadership range in scope from hyper-local to international. NCGrowth is part of the University of North Carolina at Chapel Hill and associated with the Kenan Institute of Private Enterprise and UNC Kenan-Flagler Business School.The Program Manager will be responsible for executing NCGrowth’s role in the Native Edge Tourism Technical Assistance Center, a new economic development initiative led by the National Center for American Indian Enterprise Development ( NCAIED ) and funded by the Office of Indian Economic Development in the US Department of the Interior. The tourism center has three definitive goals, to enhance and integrate Native American Tourism, empower Native American Communities, increase coordination and collaboration between federal tourism assets, and expand heritage and cultural tourism opportunities in the United States. As the primary academic partner supporting this new initiative, NCGrowth will contribute to (1) Needs Assessment and Data Resources and (2) Technical Assistance. In these capacities, the Program Manager will be responsible for project management, contributing and conducting needs assessment as well as for pulling from their own as well as NCGrowth’s expertise in the development of technical assistance models to meet project goals. The position will also be responsible for managing effective systems of external relations, as well as to contribute to the grant process, which includes supporting grant reporting and contributing content to status reports.Primary responsibilities include the independent development of both quantitative and qualitative approaches to gathering information about the needs of Native American, Alaska Native, and Native Hawaiian communities over the length of the project (5 years). As these assessments progress, the position will build upon what has been learned and advise on the development, implementation, and evaluation of technical assistance activities in support of project objectives. The incumbent must be able to provide expert guidance as appropriate on designing monitoring and evaluating strategy and technical approaches. The position will also provide oversight of NCGrowth analysts and coordinate with ( NCAIED ) regional specialists to implement needs assessment & technical assistance activities. The creation and expansion of effective systems of external relations will also be critical and will include participation in regional and national meetings, development of the center website as well as creation and distribution of materials and reports through partner networks.

This position is a 100% remote work arrangement, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

Minimum Education And Experience Requirements

Bachelor’s degree in a discipline related to the field assigned and one year of related training or experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, And Experience

Previous experience in economic development, tourism, local government and/or business. Travel throughout the U.S. required that may run into the evenings and some weekends. Proficiency in EXCEL .

Preferred Qualifications, Competencies, And Experience

Experience working with or working for Tribal governments or Indigenous-serving organizations and/or basic knowledge of Tribal law and economic history of Indigenous communities in the U.S. Post-graduate training or degree degree in business, tourism, project management, planning, policy, public administration, or related fields or equivalent combination of experience. Professional networks in the business, non-profit, local government, and/or university administration sectors. Proficiency in database management. Proficiency in survey design and implementation.Excellent communication and presentation skills, written and oral. Well organized and experienced in project management.
