Description/Job Summary

The Project Management Office (PMO) Director for the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy’s (EERE) Scientific, Engineering, and Technical Support (SETS) Blanket Purchase Agreement (BPA) will report to Lindahl Reed’s SETS Contract Manager and is responsible for all aspects of BPA service delivery. The PMO Director coordinates and completes all SETS BPA contract transactions and oversees BPA Order cost, scope, and schedule baselines. The PMO Director works in day-to-day partnership with EERE office operations and contract management office staff to support project and contract management. The PMO Director conducts reviews prior to hiring new staff or assigning staff to BPA Orders to ensure the personnel performing work under the SETS BPA have the necessary skills and experience to successfully perform the work. The PMO Director assists with strategic customer and partner relationship development. This position works closely with the executive team, practice leads, operations team, external consultants, and key external partners to promote operational excellence and ensure effective and efficient execution of the SETS BPA.

Position Responsibilities

  • Provides the business system leadership, operational oversight, and development and execution of the SETS BPA to support EERE’s clean energy mission.
  • Provides day-to-day management of Energy Technology Alliance (ETA) subcontract partners’ participation in and support of the SETS BPA. Works closely with Lindahl Reed contracts leadership and staff on subcontract partner management.
  • Works with the leadership team, providing analysis, insights, and advice on business strategy, direction, performance, and execution to support SETS BPA goals.
  • Collaborates closely with executive leaders, practice leads, and operational leads to support the development and implementation of clean energy missions.
  • Uses experience in federal program structures and management systems to inform contractor delivery strategies and operations.
  • Identifies and builds relationships with key EERE decision-makers at all levels within client and partner organizations to enhance EERE’s mission.
  • Oversees and manages SETS staff, including personnel planning, communication, mentoring, professional development, and other external vendors and partners.
  • Applies knowledge of contract structure, compliance and experience in contract execution and operations to ensure effective and efficient execution of the SETS BPA.
  • Manages contracts, programs, and projects, as applicable.
  • Develops, manages, and mentors assigned personnel to enable them to grow in their current roles and beyond.


Qualifications, Skills, and Experience:

The following qualifications, skills and experience are applicable to this position:

  • Required: Bachelor’s degree. Advanced degree preferred and minimum of 20 years of professional experience in federal markets required.
  • Expertise with clean energy technologies, decarbonization, electrification, energy resilience, and energy security.
  • Strong analytical skills, with the ability to collect and analyze data to support management decisions.
  • Expert Excel and business system skills.
  • Existing network of business-to-business or government agency contacts within the federal market.
  • Demonstrated ability to prepare and present technical presentations to internal and external clientele.
  • Strong writing, communication, and facilitation skills, team-focused mentality, and commitment to continuous learning.
  • Must be able to work under tight deadlines, support multiple/simultaneous program/project efforts, and occasional travel.
  • Detail oriented with excellent organizational, time-management, and interpersonal skills.
  • Ability to effectively work with a diverse workforce of professionals and to work collaboratively with all team members.
  • Self-starter, driven and able to work with limited direction under target timelines.
  • Ability to translate complex ideas into processes and tactical plans.
