Job description

Summary

This position is located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Customer and Stakeholder Engagement (CASE), Office of Analysis & Business System, Analytics & Data Operations Division, Data Operations Branch.

Location of position: This is a virtual position and duty location of this position will be determined upon selection.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • As a Program Analyst (Data Analytics),the incumbent provides high-level technical expertise to accomplish analysis and wrangling of data, development of methodological approaches, and output analysis. As such, the incumbent performs data analysis, collection, interpretation, and evaluation to develop data-driven solutions that address FAS program and business challenges.
  • Utilizes various software such as MS Excel, MS Access, Oracle databases and/or web-based client server methods, to create specialized and customized reports including an array of data to drive management decisions.
  • Analyzes and evaluates the raw business data to establish meaningful points of interest, which identify opportunities to make business improvements.
  • Analyzes the correlations and connections between the various data sources to solve service level workload or resource issues as well as to provide valuable input in the development of integrated information systems.
  • Analyzes available data and identifies new patterns and relationships FAS -wide. Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness or complex management processes, projects, and systems.
  • Conducts tests to measure data quality and compliance with GSA policy. Practices interactive and methodical explorations of GSA data with an emphasis on statistical analysis pertaining to workforce management and workload management.
  • Develops models, forecasts, and visualizations based on generally accepted statistical methods.
  • Analysis and collection of data includes traditional means and metrics as well as innovative business intelligence practices such as data mining, decision support, and forecasting. Initiates and responds to requests for specialized and/or customized reports, including complex queries involving multiple data sources and analyzing data in creative and innovative ways.

The GS-13 salary range starts at $103,409.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

SPECIALIZED EXPERIENCE:

Specialized experience is technical data analytics with a focus on conducting studies and data analysis to identify and resolve issues using programming and statistical applications such as Python, SQL, and/or Tableau. This experience must include: Using common functions, data calculations, and formula writing in Excel, Google Sheets, and/or Smartsheet; Writing scripts for programming and reporting efficiencies using SQL and Python; Providing strategic input on enterprise data environments and automated solutions, including the development of visualizations to present data to diverse management levels; Designing criteria for studies and research, including applying quantitative and qualitative methods to evaluate and enhance work methods and processes.
