The Program Delivery Lead strategically identifies, develops, and implements programs that influence providers, members or market leadership towards value-based relationships and/or improved quality metrics. The Program Delivery Lead works on problems of diverse scope and complexity ranging from moderate to substantial.

The Program Delivery Lead is accountable for developing and implementing pilot programs designed to improve population health, improve the patient experience, improve the provider experience, reduce healthcare costs, and/or improve Military readiness. This includes, but is not limited to, the following functions:

Develop, contribute towards, and coordinate with internal and external stakeholders to brainstorm and scope out various potential novel solutions to meet the overarching goals of the program Once the scope of the program has been defined, participate in discussions with internal and external stakeholders to define the details surrounding the implementation of the program. This includes identifying areas of ambiguity that still need to be defined, along with creating a practical path towards implementation of the pilot/demonstration program. Once the pilot/demonstration program is in place, the Program Delivery Lead will continue to oversee the governance of the program and identify areas of concern or opportunities for growth. This will include coordination across several cross-functional teams, continued coordination with our external partners at DHA, and potential coordination with providers and/or vendors. The Program Delivery Lead will provide briefings on the status of the pilot/demonstration programs throughout the lifecycle of the program. At the conclusion of the program, the Program Delivery Lead will identify and report on what went well and what could improve in future pilots/demonstrations.

The pilot and demonstration projects typically take around a year to develop, and typically last up to three years to implement. The Defense Health Agency has listed the following as potential areas of interest for pilots / demonstrations, though these areas may change based on changing priorities:

  • Advanced Primary Care

  • Care Collaboration Tools

  • Virtual Value Network

  • Value Based Care

  • Advanced Telehealth

  • Centers of Excellence

  • Targeted Utilization Management

  • Advanced Care Management

  • Wellness and Disease Management

  • Clinically Integrated Networks

Three of these demonstrations are scheduled to begin first-

Advanced Primary Care - This demonstration aims to improve access to care, reducing wait time, and improve coordination of care between primary and specialty care. This will be a value-based arrangement and focusing on achieving the quadruple aim.

Care Collaboration Tools - This demonstration focuses on eConsult capabilities and enhancing the provider-to-provider experience.

Virtual Value Network - This demonstration focuses on creating a beneficiary-facing list of high-quality providers to better inform consumer choice.

KEY ACCOUNTABILITIES

  • Lead efforts to build and design business solutions that will ensure customer and stakeholder satisfaction. Collaborates with internal and external stakeholders to design solution. Investigates facts and develops solutions to problems during the design and planning phases.

  • Provides timely and accurate information and status updates to internal and external stakeholders at the most senior level. May be responsible for studies, Pilot programs, identifying gaps, defining program requirements and engaging with customers to understand market needs and trends both externally and across Humana.

  • Identifies potential vendor relationships and solutions that may help achieve the goals of the program. Manages potential vendor relationships. 

  • Develops internal and external reporting on success of demonstration and pilot programs

Required Qualifications

  • Our Department of Defense Contract requires U.S. Citizenship

  • Successfully receive interim approval for government security clearance (NBIS - National Background Investigation Services)

  • HGB is not authorized to do work in Puerto Rico per our government contract.  We are not able to hire candidates that are currently living in Puerto Rico. 

  • Bachelor's degree

  • 5 years of strategic experience supporting health plans and/or providers with a history of developing, implementing, and governing new programs. 

  • Demonstrated experience leading dynamic cross functional teams with high profile deliverables, competing priorities and short deadlines

  • 3 years of experience launching and scaling projects

  • Product/service development experience

Preferred Qualifications

  • MBA, MPH, MHA and or graduate degree in a related field

  • Military or Military Healthcare experience

Work at Home Requirements

To ensure Hybrid Office/Home associates’ ability to work effectively, the self-provided internet service of Hybrid Office/Home associates must meet the following criteria:

  • At minimum, a download speed of 25 Mbps and an upload speed of 10 Mbps is recommended; wireless, wired cable or DSL connection is suggested

  • Satellite, cellular and microwave connection can be used only if approved by leadership

  • Associates who live and work from Home in the state of California, Illinois, Montana, or South Dakota will be provided a bi-weekly payment for their internet expense.

  • Humana will provide Home or Hybrid Home/Office associates with telephone equipment appropriate to meet the business requirements for their position/job.

  • Work from a dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Pay Range

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.


 

$112,400 - $154,900 per year


 

This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
