The Position:

Position General Summary:

The Senior Manager, Scholarship Operations is responsible for providing strategic leadership and oversight of the scholarship program, ensuring compliance with state regulations and organizational policies.

Essential Position Functions:

  • Oversee the administration and billing of the scholarship program.

  • Continuously evaluate and enhance operational processes related to scholarship management to increase efficiency and effectiveness.

  • Maintain accurate records of scholarship recipients, utilizing database management systems for reporting and analysis.

  • Devise and manage all communications between FLVS, school choice office, scholarship funding organizations, schools/districts, parents, and others to ensure streamlined communication of accurate information dissemination.

  • Develop communication campaigns and execute mass communications to provide information regarding scholarships to internal and external customers.

  • Collaborate with cross-functional teams, including Finance, Enrollment, Florida Services, Customer Care, Enterprise Project Management Office (EPMO), and Information Technology (IT), to facilitate seamless scholarship distribution and support.

  • Analyze program outcomes and metrics to assess effectiveness, recommending improvements based on data-driven insights.

  • Perform analytical procedures to verify the accuracy and completeness of financial data.

  • Utilize data analytics to forecast the impact of legislative changes on enrollment and educational outcomes.

  • Execute reconciliation of enrollments, revenue, invoices, and payments between scholarship funding organization portals and internal systems, ensuring data accuracy.

  • Assist in budget planning and monitoring for the scholarship program, ensuring effective allocation of resources.

  • Analyze financial systems for correct functionality, advising on improvements and overseeing testing cycles for software upgrades.

  • Identify and analyze new bills and initiatives affecting education funding and scholarship programs.

  • Examine state-level policies that influence educational opportunities and access for students.

  • Explore trends in federal and state education budgets, with a focus on anticipated growth areas for scholarships.

  • Facilitate contract renewals for the Scholarship Funding Organizations to ensure they are presented to the FLVS Procurement team for timely processing.

  • Lead and manage assigned direct reports, ensuring team members have access to professional and personal growth within the organization.

  • Direct the development and maintenance of standard operating procedures (SOP’s) and provide input as to the establishment of processes, system needs, and personnel cross-training. 

  • Advises FLVS senior leadership on scholarship related challenges to develop potential solutions and to forecast or mitigate possible problems. 

  • Organize and collaborate annually with internal teams to improve Private School Lab Contracts and MOUs, review scholarship information on processes, and reduce revenue loss.

  • Lead the team in providing excellent internal customer care and support through continual improvement.

  • Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others.

  • Make recommendations to the Senior Director, Financial & Treasury Services on financial accounting matters and communicate critical issues that the Chiefs, CEO, and Board of Trustees should be aware of.

Minimum Requirements:

Education/Licensure/Certification:

  • Bachelor’s degree in Business Administration, Finance, Accounting or related field

Experience:

  • Seven years of progressive experience in scholarships, revenue operations, financial management, or a related role

  • Five years of governmental or private sector accounting experience including direct management/supervisory experience in a virtual environment

  • Experience with Workday enterprise-level software, preferred

  • Florida Public School District governmental accounting experience, preferred

  • Salesforce.com experience preferred

Knowledge, Skills, and Abilities (KSA's):

  • Knowledge of governmental accounting, budgeting, auditing, and financial reporting

  • Ability to interpret and communicate Federal regulations, Florida Statutes, Florida Board of Education Rules, and Department of Education technical/budget bulletins

  • Ability to analyze information and formulate solutions for implementing a financial accounting software system

  • Strong Microsoft Excel skills
