Job Description:

GDIT plays a leading role in building and modernizing web applications and data management solutions for the Centers for Medicare and Medicaid Services (CMS). We also provide architecture, implementation and operations support for large scale data migration and integration of cloud IT systems. GDIT is seeking a Software Development Sr. Manager. The Development Manager will lead a team of development resources and work collaboratively with product owners, scrum masters, developers, business analysts and testers to define and implement technical solutions to ensure customer needs and business process requirements are met.

The ideal candidate will provide technical, administrative, and operational leadership to assigned project or task(s), that will include the design and development of enterprise-wide systems and web applications. Reviews status of projects and budgets, manages schedules, and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.  The Development Manager is responsible for managing or directing resources required to perform assigned project or tasks and provides technical direction and hands-on support to ensure success of the program.

In this role, a typical day will include:

  • Provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management.
  • Manages a medium to large team or department of multiple disciplines. Medium to High Complexity.
  • Typically supervises assigned staff, may include subordinate supervisors.
  • Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.
  • May also perform high level technical services on assigned tasks.
  • Participate in CMS technical discussion meetings to exchange technical ideas and provide updates on the program’s behalf
  • Conducts planning and provides recommendations to client on task workload.
  • Must be able manage the AWS cost reporting, identify key areas for improvements and suggest ideas for cost savings and optimization
  • Must be able to help and guide the technical team in terms of technical designing and implementation
  • Prepare implementation strategy and review it with the SMEs for necessary prod deployments
  • Attends customer meetings and may serve as client liaison.
  • Interacts with vendors, other agencies, and other client staff on behalf of the client.
  • Coordinates development of deliverables and products.
  • Ensures quality assurance of project deliverables.
  • Maintains current knowledge of relevant technology as assigned.
  • Participates in special projects as required.

REQUIRED QUALIFICATIONS:

  • BA/BS in computer science or equivalent
  • 7+ years of experience
  • Development team management experience required.
  • Cloud web application development experience required, to include React, Python/Java Framework/nodejs, AWS Glue/Apache Spark, AWS RDS, PostgresQL.
  • SAFe Agile experience required.
  • This position requires a Public Trust Clearance. In order to obtain one, you have to have resided in the United States for 3 of the last 5 years.

DESIRED QUALIFICATIONS:

  • Experience with Jira and Confluence preferred.
  • CMS Medicare Part B or D program and development/operations experience is preferred.
  • AWS Cloud Practitioner certification

The likely salary range for this position is $121,956 - $165,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
