Job description

Position Summary:
Tidal Basin is a professional consulting services firm specializing in emergency and disaster management, disaster recovery, emergency preparedness, grant management and technology services.
The primary purpose of the Mitigation Planning Consultant is to assist our clients in the development and implementation of deliverables required for their Hazard Mitigation Plan (HMP). The Mitigation Planning Consultant will support the Resilience, Mitigation and Policy team with various tasks, including providing technical assistance to the client in relation to the FEMA regulations associated with hazard mitigation.

Job Duties and Responsibilities include:
  • Assist with the development or update to a HMP
  • Provide technical assistance and informational support
  • Collect relevant data on hazards, vulnerabilities, and existing mitigation efforts.
  • Identify and evaluate potential hazards and risks to a community
  • Conducts outreach, stakeholder engagement, and facilitation of meetings
  • Assess vulnerabilities and capabilities
  • Create comprehensive mitigation strategies to reduce or eliminate risk to potential hazards. Integrate HMPs with other community plans, including land use, capital improvement, special district, and master plans. Develop or update any internal documents and products as needed.
  • Performs other duties as assigned.
  • Completion of all required compliance training upon hire, and annually thereafter or more frequently as deemed necessary.

  • Strong communication skills to express complex and technical concepts clearly and concisely both orally and in writing
  • Excellent organization and time management skills
  • Excellent interpersonal skills to foster strong client and team relationships
  • Demonstrate knowledge and experience in hazard and risk identification, planning, principles, and practices
  • Skill in utilization of data and analytics including knowledge of applicable modeling programs.
  • Advanced user of Microsoft products, Adobe Pro, and other technical programs needed to perform work.


Required Education and Experience:
  • Bachelor’s degree in emergency management, Public Administration, or related field; if no degree, must have minimum of (5) years of emergency management planning (Mitigation)
  • 4 or more years of progressively responsible experience in emergency management at a local or state government agency, special districts, federal agencies, hospital / healthcare / public health, utility, private non-profit, university or college, airports, airlines, transit operators, oil, ports, rail, or similar organization where job duties specifically related to emergency management and preparedness
  • Experience or the equivalent to experience in writing at least 2 local plans and 1 State plan preferred.

Work Environment:
  • The ability to travel to client locations and deploy for extended periods of time is a requirement of this position.
