Homebase Medical is getting back to basics. Our mission is to optimize the quality of life for homebound older adults, allowing them to live independently and with dignity in their own homes. We make house calls – enabling access to quality wrap-around services for homebound older adults with complex health needs while improving the quality of their lives, right at home.

We offer an array of medical and chronic care services, and we’re backed by SCAN, a not-for-profit organization that has a history of supporting and improving the health and independence of older adults for over 45 years.

The Sr. Director, Information Technology will lead the organization’s IT Services Management (Operations), IT SAAS Vendor Management, Project Management, Governance, Software Development and Portfolio planning efforts by strategizing and directing these functions within the IT Software and Services organization. Ensure smooth operations that are compliant with all levels of governmental agencies and company policies and procedures. Promote IT software and services by defining, developing, and implementing tactical budgets and plans, and long- and short-term organizational goals, while operating under the defined IT strategic plan and vision. Provide hands on technical support and administration of systems as needed.

**This position is mostly remote, local to Los Angeles to come occasionally to the Long Beach office**

Responsibilities include:  

  • Lead the implementation of the vision and strategy for managing the company’s IT Development, Operations, IT SAAS Vendor Management and Systems Planning activities.  Responsible for oversight of the IT service desk, software development standards, policies, and operating procedures, managing existing applications, and developing a structured IT portfolio planning and governance process.  
  • Oversee company IT development needs by studying, analyzing, and evaluating business process requirements, such as scope of projects, functionality, reporting requirements, database requirements, access restrictions, cost constraints, and security conditions.  Recommend purchase or modifications of computer software; plan or revise layout; develop and maintain integrations, applications, and databases. 
  • Responsible for working across the IT team to ensure production applications meet performance, reliability and quality objectives, including oversight and management of internal IT controls (e.g. SDLC, Change Management). Manage client expectations with respect to the finished product.
  • Oversee the tactics, planning, development, and delivery of current and new IT data interchange, integration, and application development efforts.   Develop, implement, and maintain software change management initiatives to ensure operational service level compliance.
  • Contribute to the IT operational and capital budgeting process.  Schedule expenditures for computer-related equipment and software; purchase software; and identify outside service costs to support IT software and services projects.  Work to identify the budget, and manage the teams and work requests, to the budget.  Plan IT software and services budgets and resources to deliver maximum value.
  • Lead priorities, standards, and procedures, ensuring that all IT Development teams follow the identified development standards.  Work with IT team to establish software, integration, and system architecture decisions, and ensures proper documentation and communication of these architectural decisions and guidelines.
  • Responsible for the operation and administration of the IT Project Portfolio, including appropriate staffing to execute the maintenance of the portfolio, manage communications and expectations, and ensure the integrity of the portfolio and its projects
  • Responsible for working with organization’s core system vendors, on behalf of IT and in coordination with organization’s business leads, to ensure appropriate project staffing, manage vendor communications and expectations, enforce the SLA per each contract, and monitor the reliability of the vendor support and releases.
  • Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching and counseling employees; initiating, coordinating, and enforcing systems, policies, and procedures.
  • Maintain staff by recruiting, selecting, orienting, and training employees; maintaining a safe and secure work environment; developing personal growth opportunities.
  • Maintain product and company reputation by complying with federal and state regulations and coordinating with government regulatory agencies.  Represent the company by meeting with state and federal regulatory agencies, participating in industry wide task forces and informing and responding to questions and requests.
  • Execute and enforce Information Security policies to maintain client confidence and protect operations by keeping information confidential
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Contribute to team effort by accomplishing related results, provide hands on technical administration of key systems such as the ITSM and Microsoft 365, and act as an escalation for complex technical issues.
  • Actively support the achievement of Homebase’s Vision and Goals.
  • Supervises/Manages Others (i.e. hires, performance reviews, corrective action, etc.) Span of Control:  5-10

  • Other duties as assigned.

Qualifications and experience:

  • Bachelor’s Degree in Management of Information Systems, Computer Science, or related business field strongly preferred but not required.
  • Graduate level degree, preferred.
  • 5+ years of direct experience, with a successful track record, in managing (> 5 FTE’s) IT development teams.

  • 7+ years of IT experience, including development, implementation, and maintenance of large-scale integrated projects and a diverse portfolio of custom and packaged applications.

  • Minimum 2 years of systems experience in a managed care setting.

  • Demonstrated capability of strategic thinking and planning for short- and long-range goals; strong analytical and management skills required.

  • Strong interpersonal skills, including excellent written and oral communication skills, strong commitment to detail, ability to work collaboratively with individuals at all levels of the organization.

  • Strong technical skills to assist with administration and escalation of technical issues within Microsoft 365 and related system.

  • Knowledge of ITIL and experience managing an ITSM platform.
