Overview

 

The Director of Health Economics and Outcomes Research (HEOR) is responsible for developing a global strategy for generating evidence, supporting submissions for health technology assessments worldwide, and conducting health economics analyses and real-world evidence studies. This role will serve as the internal expert on health economics for both the US and global markets. In this role, they are expected to have a strong understanding of how HEOR evidence can demonstrate the value of our cell therapy to payers and financial stakeholders worldwide. Previous experience in oncology or rare diseases is essential, and experience in cell therapy is highly desirable. They will also possess both deep technical expertise and a willingness to delve into models and data, as well as the experience and skills to drive strategy and collaborate closely with leadership and senior cross-functional stakeholders.


Essential Functions and Responsibilities

 

  • Develop and execute the HEOR strategy, ensuring alignment with market access, regulatory, and clinical objectives
  • Design, develop, and manage health economic models, including cost-effectiveness analyses and budget impact models
  • Collaborate with internal stakeholders to identify evidence that will support product value and conduct real-world evidence studies to demonstrate the clinical and economic value of oncology therapies
  • Manage quality-of-life (QoL) data for all clinical trials, including conducting quality checks and analysis on QoL data as required for HTA submissions
  • Oversee the preparation of HEOR-related documents, including dossiers, payer presentations, and publication of research findings
  • Lead and participate in interactions with external stakeholders such as health economics, payers, and key opinion leaders
  • Stay abreast of industry trends, policies, and regulatory requirements related to HEOR
  • Communicate HEOR updates, recommendations, and analysis regularly to the broader Iovance organization, including to senior leadership
  • Must adhere to Iovance Biotherapeutics’ core values, policies, procedures, and business ethics.
  • Perform miscellaneous duties as assigned.

Required Education, Skills, and Knowledge

 

  • 12+ years of related experience in biopharmaceutical industry with extensive experience in health economics and outcomes research
  • Advanced degree in health economics, epidemiology, biological sciences, or related.
  • 5+ years of prior leadership experience, with proven people management skills
  • Strong interpersonal, collaborative, and relationship-building skills.
  • Demonstrated strategic thinking skills, strong business acumen, and excellent process and management skills.
  • Superior strategic and tactical planning within a pharmaceutical environment is necessary.
  • Experience in submitting Health Technology Assessments in the EU
  • Experience developing and aligning global pricing bands with senior management
  • Cell therapy experience preferred, or otherwise oncology / rare disease experience
  • Extensive knowledge of publicly available scientific literature, modeling assumptions, and reviews/appraisals of recent dossiers for high-cost drugs in major markets
  • Experience modeling synthetic comparator arms to support ex-US dossiers based on single-arm trials
  • Track record of successfully managing high-performing teams and delivering excellence
  • Proven experience in developing and executing economic models and real-world evidence studies
  • Deep technical understanding of HEOR modeling methodologies
  • Extensive experience with developing dossiers to support health technology assessment submissions in multiple markets
  • Excellent written and oral communication skills
  • Proficient in presenting, with significant expertise in delivering presentations at the executive level


Preferred Education, Skills, and Knowledge

  • PhD in health economics, epidemiology, biological sciences preferred
