Job description

Location: REMOTE (DC/Virginia/Maryland area preferred)

FirstDiv is seeking a highly experienced Senior Contracts Manager specializing in Department of Defense (DoD) contracts to join our dynamic, growing team. As a Senior Contracts Manager, you will oversee contract and subcontractor management activities, including NDAs, pricing, funding, ensuring contract compliance, negotiations of terms & conditions and supporting overall business strategy. Must have expert-level knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), and a proven track record of managing complex government contracts and pricing structures.

Key Responsibilities:

  • Lead contract negotiations and serve as the primary point of contact for all contract-related activities with DoD customers and teaming partners, including negotiation, execution, deliverables, funding, administration, and closeout.
  • Develop and execute effective pricing strategies for competitive bids, ensuring alignment with company objectives and compliance with government regulations, including cost principles and cost accounting standards.
  • Oversee contracts pricing management, including developing cost proposals, pricing models, and contract budgets to ensure accurate and competitive pricing. Work within our company’s ERP and SharePoint systems.
  • Following proposal submission, build a template for program control/program management that ensures execution costs fall within budget.
  • Ensure compliance with FAR, DFARS, Small Business Administration (SBA) and other government contracting regulations, advising leadership on changes and impacts to contract pricing and management.
  • Analyze and interpret RFPs, RFIs, and contract solicitations, providing guidance on pricing and compliance requirements.
  • Lead pricing reviews with internal and external stakeholders, including finance and program management, to ensure proposals and contracts are financially sound and profitable.
  • Prepare, review, and maintain records of contract documents, modifications, and correspondence, ensuring pricing and contractual terms meet the company’s financial and strategic objectives. Enter all contracts in the company’s ERP system.
  • Develop and maintain contract management and pricing systems to ensure timely and accurate tracking of contract costs, expenditures, and profitability.
  • Lead the resolution of contract issues, including pricing disputes and claims, while working closely with internal and external stakeholders.
  • Collaborate with program managers, legal, and finance teams to manage pricing and contractual risks and ensure all terms align with project goals.
  • Support audits and contract reviews by government agencies, including pricing audits conducted by the Defense Contract Audit Agency (DCAA) and other regulatory bodies.
  • Submit annual Contractor Manpower Reports withing Prime Contractor or Government systems.
  • Mentor and develop junior contract and pricing staff, fostering a collaborative and knowledgeable team environment.

Requirements

  • Bachelor’s degree in Business Administration, Contracts Management, Finance, Law, or a related field.
  • Minimum of 15 years of contracts management experience, with at least 10 years specializing in DoD contracts and pricing management.
  • Extensive knowledge of FAR, DFARS, government cost accounting standards, and pricing regulations for DoD contracts.
  • Proven experience negotiating complex DoD contracts and developing pricing strategies for various contract types (FFP, CPFF, IDIQ, etc.).
  • Expertise in pricing management, cost proposal development, and budget analysis for government contracts.
  • Strong prioritization skills with the ability to manage multiple contracts and pricing initiatives simultaneously.
  • Excellent communication, negotiation, and analytical skills, with the ability to present complex pricing models and strategies to senior leadership.
  • Active DoD Secret clearance or the ability to obtain one is required.

This position is based remotely/work from home There will be some required travel to meet with employees, clients or teaming partners.

Desired

  • Advanced degree preferred.
  • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) certification preferred.
  • Experience with Cost Estimating Systems or other relevant contract pricing software is preferred.
  • Experience with Jamis is desired.
