Lead with Vision: Drive Strategic Success in State Medicaid Operations.
The Executive Director California State Medicaid provides visionary leadership, management, and strategic direction for all aspects of California State Medicaid business. This role is responsible for developing and executing strategies that drive the success of the Medicaid line of business while ensuring alignment with Liberty Dental Plan's overall mission and enterprise goals. The Executive Director will oversee the full lifecycle of
business operations, from securing contracts to implementation and ongoing management, with a focus
on profitability, compliance, and operational excellence.
Key Responsibilities:
- Develop and implement a profitable growth strategy for California state Medicaid business, ensuring alignment with organizational goals and objectives.
- Oversee and manage the financial performance of the business, including full P&L responsibility, with a focus on meeting revenue and profitability targets.
- Lead the development of strategic plans and annual work plans that align with Liberty Dental Plan overall enterprise strategy.
- Serve as the subject matter expert for the California state Medicaid program, championing its success within the organization and externally.
- Collaborate with senior leadership to secure alignment on investments, resource allocations, and initiatives that support the strategic plan.
- Manage, either directly or indirectly, a leadership team responsible for delivering on critical objectives and driving business success.
- Partner with Operations, Compliance, Network Management and Provider Relations, Finance, and Clinical teams to ensure alignment and effective service delivery and contract management related to the California state contract.
- Establish and maintain strong relationships with external partners, including California state agencies, healthcare providers, and other stakeholders, to ensure alignment of strategy and execution.
- Monitor industry trends, regulatory changes, and competitive landscape to inform strategic decisions and ensure compliance with all applicable regulations.
- Provide leadership and guidance to the team, fostering a high-performance culture focused on accountability, collaboration, and results.
- Direct the design and execution of market research studies to identify and define market and customer needs.
- May serve as acting Chief Executive Officer for the state for contractual purposes as required.
What You'll Need:
Education

Bachelor's degree in Healthcare Administration, Law, Business Administration, or a related field required. Graduate degree preferred.
Specific Skills/Knowledge

14 years' experience in Medicaid or managed care, with significant leadership experience

Strong knowledge of California State Medicaid programs and regulation

Proven ability to develop and execute growth strategies that drive financial performance

Experience with P&L management and strategic planning

Excellent leadership, communication, and interpersonal skills, with the ability to work collaboratively with internal teams and external partners

Ability to manage multiple priorities in a fast-paced, dynamic environment

Advanced knowledge of California state Medicaid regulations and healthcare delivery models

Strong negotiation skills and experience working with California state agencies

Comprehensive Knowledge of Cross-functional Processes

Compensation
In the spirit of pay transparency, we are excited to share the base salary for this position is $170,000 - $260,000, exclusive of fringe benefits or potential bonuses. If you are hired at Liberty, your final base salary compensation will be determined based on factors such as geographic location, skills, education, and/or experience. In addition to those factors – we believe in the importance of pay equity and consider internal equity of our current team members as a part of any, final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future & continued salary growth.
