JOB DESCRIPTION:
The ideal candidate must have a strong background in a Defense Contract Management Association (DCMA) approved environment, utilizing the DoD CHESS (Computer Hardware, Enterprise Software and Solutions) website for issuing Requests for Quotes (RFQs)/Request for Proposals (RFPs), and a comprehensive understanding of the Defense Federal Acquisition Regulation (DFAR) rules and regulations that dictate procurement procedures and processes. Under the direction of the Procurement Director or other assigned administrator, the Senior Procurement Specialist implements procurement activities, administers the purchase of goods and commercial services, and ensures compliance with applicable laws, regulations, and policies. The position uses expert knowledge of the supplier evaluation and selection process and manages the process for high-value/high-risk projects.
Work Location: Remote, Monday – Friday, Hawaii Standard Time (HT)
Essential Duties and Responsibilities: This position will include, but is not limited to, the following tasks:
· Maintains compliance with updates, changes, and enhancements to the CHESS platform.
· Serves as lead in the development and award of subcontracts for materials, supplies, equipment, and services in accordance with applicable laws, regulations, policies, procedures, and standard business practices to ensure effective, efficient, and equitable contracting and purchasing services in accordance with DCMA approved practices.
· Negotiates, prepares, and processes subcontracts, leases, and procurement documents for a wide variety of equipment, materials, supplies, and services and coordinates the activities of an assigned procurement unit.
· Receive, evaluate, analyze, and present bid responses within established specifications, terms and conditions, and requirements, and recommend appropriate action.
· Provide expertise and guidance to stakeholders on subcontracting and purchasing processes and applicable laws and policies governing public contracting and purchasing.
· Interpret and explain laws, regulations, codes, and policies and procedures pertaining to procurement, leasing of equipment and/or materials, and contractual agreements to stakeholders, external agency representatives, and prospective bidders in an equitable and inclusive manner.
· Ensure strict compliance with FAR/DFAR in all procurement activities.
· Develop and implement effective procurement strategies to meet organizational goals.
· Promote transparency and adherence to ethical standards in all procurement activities.
· Utilize subcontract specialist skills to include source selection, cost and price analysis, negotiation, and subcontract administration.
· Ensure proper documentation and adherence to all relevant policies and procedures.
· Evaluate vendor performance and provide feedback for improvement.
· Identify opportunities for process improvement in procurement and contract management.
· Stay current on industry trends and best practices.
Basic Required Qualifications and Skills: Note: These are mandatory items that all candidates must have when submitting an application to IMC for this position. · Bachelor’s degree in business or related field and 3 years of related experience.
o In lieu of degree, 7 years of related experience.
· Familiarity with DCMA in an approved purchasing process.
· An in-depth knowledge and familiarity with unique procurement methods and regulations applicable to defense contracting of information technology equipment.
· Ability to assist the Procurement Director with a cradle-to-grave Procurement program for an IT Defense Contractor.
· Strong knowledge of subcontract management tailored for defense operations, including drafting, negotiation, and administration, with a strong understanding of financial principles specific to defense procurement, including budgeting, cost analysis, and financial risk assessment.
· Experience in developing and managing subcontracts that align with DoD and Army requirements.
· Knowledge of DoD and Army-specific laws, regulations, and policies governing procurement and subcontracts, with the ability to ensure all procurement activities adhere to the stringent legal and ethical standards of defense subcontracting.
· Strong negotiation skills to secure favorable terms and conditions within the unique landscape of defense subcontracts.
· Strong technology skillsets in Microsoft Excel, Adobe, SharePoint, and other database management software, with an ability to leverage technology for optimizing efficiency within the procurement cycle.
· Excellent written and oral communication skills for clear articulation of procurement requirements.
· Ability to manage multiple defense procurement projects simultaneously, with the ability to collaborate seamlessly with internal stakeholders, defense contractors, and legal teams.
· Required to work Hawaii Standard Time (HT), Monday - Friday.
· Please note that pursuant to a government contract, this specific position requires U.S. Citizenship.
· Preferred for candidates to have current DoD Secret clearance day one and prior to entry on duty OR the ability to obtain such clearance.
Desired Qualifications and Skills: It is desirable that the candidate have the following qualifications:
· Desired location of the position is on-site/island in Honolulu, Hawaii.
· Minimum of 2 years of demonstrated experience in procurement in an approved DCMA compliant environment.
· Demonstratable expertise in navigating and utilizing the DoD CHESS website for acquiring RFQs/RFP’s.
· Professional certification in procurement and contract management (e.g., Certified Professional in Supply Management (CPSM) or completion of any specialized training courses related to procurement, FAR, DFAR regulations, and contract management.).
· Proven experience with defense-specific procurement and subcontract management software.
