Training and Technical Assistance Specialist - Victim Services

ICF seeks a Training and Technical Assistance (TTA) Specialist to perform a range of analytical, writing, editing, problem-solving and related work in support of the Office for Victims of Crime’s Technical Assistance Collective (OVC TAC). Specifically, you will be responsible for supporting OVC’s TTA Providers by coordinating training and technical assistance (TTA) activities that focus on enhancing TTA delivery on behalf of OVC to the victim services field. Can you plan and coordinate the delivery of training and technical assistance services to the field on behalf of OVC TAC? Do you have a thorough knowledge of victim services? This position is REMOTE.

This position requires obtaining a Public Trust Clearance PRIOR to start date.

Key Responsibilities:

  • Build relationships with the Office of Victims of Crime's Technical & Training Assistance (OVC TTA) Providers, conduct outreach, and provide referral and resources as needed
  • Work with OVC TTA Providers by performing direct outreach and building relationships with local and statewide programs, to communicate OVC’s vision and mission to the field and to improve delivery of TTA services to the field.
  • Assessing and responding to the TTA needs of OVC TTA Providers
  • Plan and coordinate bi-monthly webinars for OVC TTA Providers, identifying topics of interest and prioritizing the topics based on their needs
  • Draft eblasts and announcements, and coordinate accessibility accommodations for all webinars
  • Coordinating assessments of website content, recommending and supporting speakers or subject matter experts to update or revise the content as appropriate, tracking and reviewing budgets related to consultant activity and travel, and working with the TAC Web Content Managers to run compliance checks and update the website.
  • Create TTA-related resources to assist and support OVC TTA Providers.
  • Attend onsite or virtual OVC TTA provider coordinated activities or national conferences that support OVC TTA providers
  • Assist with coordinating the on-site OVC TTA Provider annual meeting, coordinating logistics, estimating and tracking budget costs for federal approval and reporting, and engaging and facilitating activities during the meeting.
  • Tracking activities and engagements with TTA Providers and drafting post event debriefs, reports, and event summaries.

Minimum Qualifications:

  • Bachelor’s degree in the social sciences, criminal justice, victimology, or related field.
  • Minimum 4 years of experience working in a system or community-based victim service program.
  • Minimum 2 years of experience delivering TTA remotely and in person to victim service organizations or allied professionals.
  • US citizenship required by federal government contract
  • This position requires a Public Trust security clearance. Applicants will be subject to a government security investigation to obtain clearance prior to the start date.

Additional Skills We Expect You to Have:

  • Demonstrated knowledge of national trends and initiatives; the organizations and individuals actively leading the field; effective program and project implementation; and current research on evidence-based practices and programs.
  • Knowledge of the impact of all types of crime on victims, family members, responders, and communities.
  • Knowledge of trauma and the impact on victim service providers and other stakeholders and partners.
  • Experience in the development, delivery, and management of training and technical assistance.
  • Excellent oral and written communication skills including meeting facilitation, public education, and trauma sensitive communications.
  • Demonstrated sensitivity to and knowledge of issues involved in working with diverse victim populations and service organizations.

Preferred Skills/Experience:

  • Working knowledge of the mission and programs of the Office for Victims of Crime.Demonstrated ability to conduct needs assessments and develop plans for delivery of services based on needs assessment.
  • Knowledge of national, state, and local organizations and allied professionals that serve victims of crime.
  • Working knowledge of the criminal justice system.
  • Knowledge (or familiarity with) the Victims of Crime Act (VOCA).
  • Familiarity with working in a corporate culture.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$57,737.00 - $98,153.00
