Job description

Project Overview: 

The National Environmental Satellite, Data, and Information Service (NESDIS) provides timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation’s economy, security, environment, and quality of life. Through the Web, we convey and amplify our core mission stories letting the public, stakeholders, and partners know how we are working for them to provide information and resources to understand and predict changes in climate, weather, oceans and coasts. It is our obligation to use our websites and social media channels to present timely information and data to the public. As part of policies for the Federal Government, which includes the IDEA Act, NESDIS is modernizing our web presence to improve the Customer Experience (CX) to offer more services and information to a variety of audiences (both technical and non-technical). As technology continues to rapidly change, it is critical that NESDIS keep up with digital trends and federal web strategies, including mandates to accelerate efforts to make government information available to Americans anytime, anywhere, and on any device as well as improving upon CX and introducing plain language models.

 BA Job Responsibilities:

  • Support agencies by analyzing propositions and assessing decision-making factors such as strategic alignment, cost/benefit, and risk 
  • Work with the Product Manager and Task Manager to define a product approach to meet the specified user need 
  • Define skill requirements and map internal, agency, and external (partners/specialist contractors) resources
  • Work with the owning agency to ensure they have the budget to cover the proposed approach and resource requirements during delivery and analyze what provision they have for ongoing running costs
  • Analyze and map the risks of this product approach and propose mitigation solutions
  • Define how the predicted user and financial benefit can be realized, and how channel shift will be measured
  • Make a recommendation for action against the analysis done
  • Provides an independent assessment of how the project's software development process is being implemented relative to the defined process and recommends methods to optimize process
  • Participates in formal and informal reviews to determine quality
  • Examines and evaluates the Quality Assurance process and recommends enhancements and modifications. 
  • Develops quality standards.
  • Develop test cases based on documentation provided, (ex. User stories/acceptance criteria)
  • Isolates, reproduces, and tracks defects and verifies fixes
  • Execute test cases within specified timelines.
  • Conducts regression testing and smoke-testing
  • Provide proper documentation of test results and output
  • Contribute to test automation infrastructure by writing/augmenting test scripts and/or executing from test library
  • Contribute to T&T proposal activities and all other duties as assigned by T&T managers/supervisors

QA Job Responsibilities: 

  • Provides an independent assessment of how the project's software development process is being implemented relative to the defined process and recommends methods to optimize process
  • Participates in formal and informal reviews to determine quality
  • Examines and evaluates the Quality Assurance process and recommends enhancements and modifications. 
  • Develops quality standards.
  • Develop test cases based on documentation provided, (ex. User stories/acceptance criteria)
  • Isolates, reproduces, and tracks defects and verifies fixes
  • Execute test cases within specified timelines.

Required Skills & Qualifications:

  • Proven experience as a Business Analyst, Data Analyst, Data Scientist, CX Strategist, or similar role.
  • Experience working with websites and applications to lead Discovery efforts
  • Strong analytical skills and proficiency in data analysis tools (e.g., Excel, PowerBI, Tableau, SQL)
  • Strong problem-solving and critical-thinking abilities
  • Excellent analytical skills with the ability to draw conclusions and provide specific recommendations
  • Ability to design, construct, analyze, and explain analytics models that are insightful, yet simple and transferrable
  • Able to recognize and identify trends and drivers, and distill them into insightful analysis

 Desired Skills & Qualifications:

  • Familiarity with business process modeling and technical documentation
  • Excellent communication skills (written/verbal), organization, and interpersonal skills
  • Ability to aggregate and organize large quantities of data from multiple sources
  • Knowledge of CX modernization and omnichannel experiences is a plus
  • SmartSheet experience

Education/Experience:

  • Requires 3+ years of experience working with science, data science, and technology related text, data, information and digital content
  • Bachelor's Degree in related field as well as applicable experience
