We are seeking an IT Enterprise Architect to join our innovative senior leadership team. This exciting role is crucial for making strategic technology investment decisions and aligning operational demands, innovation, and opportunities with the organization's technology needs and long-term vision.

You will collaborate with a forward-thinking team to bridge the gap between technical and business stakeholders, translating complex technical concepts into actionable solutions. Exceptional skills in collaboration, communication, and teamwork are essential.

As the IT Enterprise Architect, you will:

  • Manage the overall direction and definition of IT architecture to align with the County’s business strategy and goals.

  • Communicate and consult with stakeholders, IT leaders, and our existing Technology Steering Committee (TSC), to ensure technology solutions meet business and community needs.

  • Plan, define, and advise on technology options, risks, and priorities, supporting all architectural disciplines.

  • Lead teams in developing and coordinating technology plans, ensuring alignment with project goals through effective collaboration with IT peers and project management.

  • Drive innovation and continuous improvement within the IT organization by researching and evaluating emerging technologies, market trends, and potential disruptive technologies.

  • Provide expert guidance to overcome challenges and deliver successful business outcomes, while contextualizing technology trends based on social, economic, and community realities.

  • Collaborates with department leaders and elected officials to understand business requirements and advises on technology trade-offs, risks, costs, and priorities.

  • Works closely with senior leadership (CIO and DCIO) and our existing Technology Steering Committee (TSC) to approve budget allocations for architectural initiatives that support business goals.

  • Develops budget justifications, forecasts additional resource needs, secures funding from grants and community partners, and manages contracts to ensure timely submission of the department budget.

  • Demonstrates the business value of enterprise architecture as a key enabler of strategy and technology innovation that drives organizational success and efficiency.

To Qualify:

Minimum Qualifications/Transferable Skills*:

  • Bachelor’s degree in computer science, information systems, computer engineering, system analysis, or a related field, or equivalent work experience.

  • Seven (7) years of experience in IT architecture, systems design, or a related field are necessary. 

  • Experience with various technologies, platforms, and architectural frameworks is crucial. 

  • Professional certifications such as TOGAF (EA Practitioner, EA  Applied Practitioner and EA Leader) or Zachman FEAC (CEAP, ACEA and CEA (levels 1-4).

ADDITIONAL INFORMATION:

This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home). However, this position will require you to come in for routine team and management meetings, performance coaching, Board meetings, and director meetings. The designation of Routine Telework may be subject to change at a future time. The onsite work location for this position is Multnomah Building 501 SE Hawthorne, Portland, OR. Currently, all employees must reside in Oregon or Washington; the County cannot support ongoing telework from other locations.

Type of Position: This salaried executive position is not eligible for overtime.

Location: This position is located in the Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR.

Schedule: Monday - Friday 8:00am - 5:00pm. There is some flexibility with the start and end times.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
